Introduction Fire Chief Vollbrecht is requesting the Public Safety Committee’s review and/or recommend the selection of the lowest qualified bidders’ contracts for the construction of North End Fire Station and forward them to the full City Council for approval. Background Proposals were received on March 12th, 2026, covering 31 separate bid tab items for all work directly related to the construction of North End Fire Station, 1516 North 7th Street. All proposals have been screened and verified for the lowest qualified bid and are being presented as a package for the completion of North End Fire Station. Contract Proposals Based on the results from our lowest qualified bidders it is evident that the current market results dictate that we either identify other opportunities for savings that would include significant changes to the current approved floor plan or add available revenue to the project. The project attracted 106 bids for the 31 bid tabs for an average of 3.4 bids per tab. Three tabs received only one bid, and one received no bids. The remainder of tabs received between two and seven bids. Our team has found little evidence to suggest that rebidding would produce more favorable results, and that delaying approval of the current contracts could likely result in higher costs. Any changes to the plan would also incur additional design costs. The one tab, 10B, to attract no bidders is for interior signage. We will solicit bidder to complete the signage. I am requesting the Public Safety Committee review and forward Bid Package-1 through Bid Package-30 to the 1|Page lowest qualified bidder. Budget During the design phase we reviewed numerous items to identify value engineering, reducing estimated costs of the project. After proposals were received, we again were able to identify additional savings of $54,042 through bidding alternatives. We have been able to make these reductions without an appreciable change to the integrity, quality, or function of the building for both the fire department and the community room. The budget for the North End Fire Station project is $10 million. Based on the cost of the construction bids received, the allowance for the bid tab 10B, and the estimated soft costs, the estimated project total is $10.7 million. The city issued a general obligation bond for $9.8 million in 2026. A second bond issuance or alternative revenue source, estimated at $900,000 for the remainder of the cost of the project, will be needed in 2027. On March 12, 2026, a public bid opening was held at the City of Superior Government Center for the North End Fire Station. One Hundred and Six (106) total bids were received for the Thirty- One (31) work scopes. Work Scope 10B for Signage was the only scope to receive zero (0) bids. Kraus-Anderson® has undergone several days of bidder verification, and we recommend approval of the work scopes and contractors as shown below. All recommended contractors have been verified as the lowest bidder to have included a complete scope and submitted a compliant bid. The recommended contract amounts shown include the Base Bid and the four (4) accepted Alternates. The accepted Alternates netted cost savings of fifty-two thousand, eight hundred and seventy-five dollars ($52,875.00).
