Participants joined the meeting via Google Meet.
Councilor Sutherland called the meeting to order at 6:00 p.m. and asked that Donna Swanson record all
participants for roll call.
Approval of minutes: February 17, 2021
Motion by Councilor Elm, seconded by Councilor Bender and carried to approve the Public Safety meeting
minutes from February 17, 2021.
Standing Agenda items:
1. Fire Department Update
Battalion Chief Huber said the three new firefighters are all doing well and will have their first quarter
evaluation this week. BC Huber also talked about the department attempting to find a way to deal
with hoarding situations. At present there the department is involved in several trainings and they’ve
recently upgraded the training software. The department is finalizing a critical incident plan which
will provide resources to firefighters that are involved in calls meeting specific criteria which may
impact their ability to complete their scheduled work period.
2. Police Department Update
Asst. Chief Kiel said Chief Alexander has offered seven candidates conditional offers. Three should be
able to begin recruit school in May, one candidate is certified in WI and one certified in MN. That
candidate will take a reciprocity exam. Two should be able to begin recruit school in August. Asst.
Chief Kiel said the virtual reality software will be delivered tomorrow and it will be a great asset to
the department. Asst. Chief Kiel also mentioned that there have been several opiod overdoses
recently and the battle to combat this issue continues.

a. Discuss odd side parking from Belknap Street to 13th Street
Motion by Councilor Elm, seconded by Councilor Sutherland and carried to hold Two hour parking on Weeks
Avenue in committee.
2. Ordinance 86-13 Chronic Nuisance Premises
Motion by Councilor Elm, seconded by Councilor Sutherland and carried to approve Ordinance 86-13 Chronic
Nuisance Premises.
3. Scoff Law Ordinance, re: parking tickets
