Approval of minutes: November 17, 2022 Motion by Councilor Johnson, seconded by Councilor Ledin and carried to approve the Public Safety meeting minutes from November 17, 2022. 1. Presentation by Jen Stank – Superior Police Department Jen Stank, CRS of the Superior Police Department, gave a presentation regarding her position in the Police Department. No action 2. Police and Fire Department Updates Lieutenant Pope, Superior Police Department, states there has been an increase in car accidents these last few weeks due to the weather conditions. The Police Department has a new Officer, Katie Foerst. She graduated from recruit school today and will start with the department Friday, November 18th, 2022. Chief Gordon of the Fire Department will be retiring December 30, 2022. Cam Vollbrecht has been appointed as the next Fire Chief. There have been additional promotions within the Fire Department; Steve Miner has been selected for Battalion Chief starting January 6, 2023; Brandon Cardenas has been selected for Captain starting January 2023; and Jon Webber has been selected for MPO/Driver starting in January 2023. The Fire Department is currently working on the Toys for Tots program for this year. The department will be hiring one Firefighter in the near future; first interviews will be in early January 2023. No action 3. Language Edits for Leash Ordinance There was some discussion about possibly creating more space for animal owners to allow their pets to be off leash. Director Cadotte will do some research to recommend other areas in the community to allow pets to be off leash. Will hold off on bringing this to Council until language edits are received from City Attorney, Frog Prell. Motion by Councilor Johnson, seconded by Councilor Ledin, to table this item until the next Public Safety meeting. 4. Add No Overnight Parking or RV Parking in Boat Launch Parking Lots Director Linda Cadotte will re-write an ordinance and present it at the next meeting for Public Safety. Motion by Councilor Ledin, seconded by Councilor Johnson to table this item until the next Public Safety meeting. 5. Remove Calendar Parking (Winter Street from Cypress Avenue to Hughitt Avenue) Public Works Director Todd Janigo recommends extending this from Cypress Avenue to Hammond Avenue. Motion by Councilor Johnson, seconded by Nick Ledin, and carried to remove calendar parking (Winter Street from Cypress Avenue to Hammond Avenue) 6. Add No Parking Odd Side (Winter Street from Cypress Avenue to Hughitt Avenue) Public Works Director Todd Janigo recommends extending this from Cypress Avenue to Hammond Avenue. Owners shall keep animals under restraint and shall exercise proper care and control of their animals to prevent them from becoming a public nuisance. A public nuisance is created by any owner who allows: (1) Excessive, continuous or untimely barking, howling, crying or yelping, or the making of loud, continuous and disruptive noises; (2) Molesting or threatening persons, chasing vehicles, or attacking other domestic animals; (3) Running at large on public or private property; (4) Defecating on public property or private property not exclusively owned or occupied by the owner of the animal, and allowing feces to remain and collect on the property owned or occupied by the owner of the animal; or (5) Any dog to be tied to a leash which, at its full length, reaches within three feet of a public sidewalk. Any animal not under restraint or which has become a public nuisance may be impounded by a law enforcement officer or humane officer and the owner of any such animal may be subject to penalty under this chapter. Unless otherwise authorized herein, no person shall park, stop, or leave standing any vehicle, whether attended or unattended, upon any street unless parallel to the edge of the street, headed in the direction of traffic, on the side of the street, and with the curb-side wheels of the vehicle with in 12 inches of the curb or edge of the street. (b) Stopping prohibited in specified places. No operator of a vehicle shall stop, stand or park such vehicle in any of the following places, except when necessary to avoid conflict with other traffic or to comply with the direction of a traffic officer or traffic control sign or signal: (1) Within intersections of streets; (2) On a crosswalk; (3) On a sidewalk or sidewalk area except as provided in this chapter; (4) Alongside or opposite any street excavation or obstruction when such stopping, standing or parking would obstruct traffic or when pedestrian traffic would be required to travel in the roadway; (5) On the roadway side of any other parked vehicle unless such double parking is clearly indicated by markers or official traffic signs. (c) Parking prohibited in specified places. No operator of a vehicle shall park or leave standing a vehicle in any of the following places except to comply with the directions of a traffic officer or traffic control signal or sign: (1) In an alley. (2) Within 15 feet of a driveway entrance to a fire station or directly across the street from such entrance; (3) Within ten feet of a fire hydrant unless a greater distance is indicated by an official traffic sign; (4) In or in front of any private driveway without the permission of the owner or lessee of the property upon which such driveway is located, whether or not such driveway is posted to limit or restrict parking; (5) Upon any portion of a street when such portion is properly designated by an official "no parking" sign erected pursuant to the authority and direction of the chief of police; (6) Closer than two feet to another vehicle when parking parallel to the edge of the street; (7) Closer than 15 feet to the near limits of a crosswalk; (8) In such a manner as to block, obstruct or impede vehicle traffic; (9) In any designated fire lane zone. (d) Parking or stopping on left side of street. No person shall park or stop a vehicle on the left side of the street, except on one-way streets. (e) Parallel parking. Parallel parking required. Unless otherwise specified in this chapter, parking in the city shall be parallel to the curb. (Ord. No. 1531, 12-21-60) (f) Diagonal parking. Diagonal parking shall be permitted on those streets, highways or portions thereof listed in "Schedule N - Diagonal Parking," which is made part of this section by reference. (g) Alternate side (calendar) parking. For the purposes of this section, the term "week" shall designate a period beginning and ending at 8:00 p.m. Sunday. Except as otherwise provided in [subsection] 112- 54(1), all persons parking vehicles on streets and highways shall park such vehicles according to the following: (1) Beginning 12:01 a.m. on December 8, 1991 and until the end of the week, which is defined as the seven- day period following that date and during every second week thereafter, vehicles shall be parked on that side of the street or avenue which abuts premises, whether improved or unimproved, that are or may be identified with reference to odd numbered addresses. (2) During the week following the week in which December 8, 1991 falls and during every second week thereafter, vehicles shall be parked on that side of the street or avenue which abuts premises, whether improved or unimproved, that are or may be identified with reference to even numbered addresses. (3) Every Sunday between the hours 4:00 p.m. and 8:00 p.m. shall be a changeover period and the provisions of this section shall not be in force during such time. (4) In a block where parking is normally permitted on one side of street only, vehicles shall be parked on the opposite side in accordance with the provisions of this section; except for those streets that the public works director, traffic sergeant or police chief, upon approval of the common council, deem necessary to exempt. (5) This section shall not be interpreted to impliedly permit or authorize parking in any area in which parking is otherwise prohibited by city ordinances during the hour set forth therein. (6) Excluded streets. Those streets, highways or portions thereof listed in "Schedule I - Streets Excluded from Calendar Parking," which is made part of this section by reference is excluded from the alternate side parking requirements of this section. State Statute 346.53 Parking prohibited in certain specified places. No person shall stop or leave any vehicle standing in any of the following places except temporarily for the purpose of and while actually engaged in loading or unloading or in receiving or discharging passengers and while the vehicle is attended by a licensed operator so that it may promptly be moved in case of an emergency or to avoid obstruction of traffic: (1) In a loading zone; (2) In an alley in a business district; (3) Within 10 feet of a fire hydrant, unless a greater distance is indicated by an official traffic sign; (4) Within 4 feet of the entrance to an alley or a private road or driveway; (5) Closer than 15 feet to the near limits of a crosswalk; (6) Upon any portion of a highway where and at the time when parking is prohibited, limited or restricted by official traffic signs.
