PUBLIC SAFETY COMMITTEE Minutes February 16, 2023 Regular Meeting The meeting was called to order by Councilor Ledin at 06:00 pm on February 26, 2023 in Government Center Room 204. 1. ROLL CALL PRESENT: Nick Ledin, Tylor Elm, Mark Johnson VIRTUAL: Mayor Paine (left mtg 7:15), Maria Lockwood (Superior Telegram) CITY STAFF PRESENT: Chief Alexander, Chief Vollbrecht, Director Cadotte, Lieutenant Trone, Nikki Holmberg, Katie Warren OTHERS PRESENT: Darin Lind (Dukes Towing, left 6:35), Ray Ross (Budget Towing, left 6:35), Maurice Bourdage (Nascar Towing, left 6:35) 2. APPROVAL OF MINUTES 2.1. Public Safety Committee (Meeting held January 19, 2023) MOTION by by Elm, second by Johnson, and carried to approve the minutes from the January 19, 2023 meeting. 3. OLD BUSINESS 3.1. Discussion on Overnight Camping at Boat Launch Director Cadotte and Chief Alexander will meet with City Attorney Prell to add/edit language to current ordinance. They will present this next month to the Public Safety Committee. 4. NEW BUSINESS 4.1. Tow Fee Increase Local tow companies request a rate increase on the towing contract due to inflation over the last few years. The last increase was in 2012. Councilors would like more time to research prices in other municipalities. MOTION by Tylor Elm, second by Mark Johnson, and carried hold the tow fee increase until next month so more research can be done. 4.2. Parking – Add No Parking Odd Side – N 11th St from Catlin Ave East to Dead End MOTION by Mark Johnson, second by Tylor Elm, and carried to add no parking odd side – N 11th St from Catlin Ave East to Dead End 4.3. Recommendation from Parks and Rec Commission regarding the Leash Law Director Cadotte discussed some recommendations the Parks and Rec Commission made pertaining to the recent Leash Law edits. There was further discussion on editing a few of the recommendations made by Parks and Rec. 1 Public Safety Committee – 02/16/23 Meeting (Meets monthly on the 3rd Thursday) MOTION by Mark Johnson, second by Tylor Elm, to approve the Ordinance. MOTION by Mark Johnson, second by Tylor Elm, to amend the approval and strike out WI Point under Off Leash Areas, Under Restraint #1 change to “Within the confines of the owner’s property, by a fence, leash, tie out line, electric fence, or effective owner’s command, language for #3 Under Restraint remains “Within a vehicle that is sufficiently enclosed so as to prevent the animal from exiting the vehicle”. MOTION by Mark Johnson, second by Tylor Elm, and approved edits to send to City Council. 4.4. Fire Department Solar Project Chief Vollbrecht is requesting approval for the Solar Project at Headquarters, to be completed by Cedar Creek Energy. The department received 5 bids. It is estimated this project would save the City of Superior $16,293.00 per year in electricity costs. MOTION by Mark Johnson, second by Tylor Elm, to approve the Solar Project to be completed by Cedar Creek Energy. 5. RECURRING BUSINESS 5.1. Police and Fire Department Updates Chief Alexander of the Police Department states the Citizens Academy will start up again in the Fall of 2023. The Police Department placed a new fleet order last year which was canceled due to production issues; there is possibility the department will receive 7 new fleet sometime in 2023. Pathways to Hope program is doing well; they are seeing an increase in the number of people in the program. Chief Vollbrecht of the Fire Department talked about the two recent fires in our community. He also talked about upcoming trainings the department is doing. The Fire Department will be visiting Superior Middle School to teach CPR and AED use to students.
