APPROVAL OF MINUTES 2.1. Public Safety Committee (Meeting held February 15th, 2024) MOTION by Mike Herrick, second by Mark Johnson, and carried to approve the minutes from the February 15, 2024 meeting 3. RECURRING 3.1. Police and Fire Department Updates Chief Vollbrecht gave a brief update on the number of calls the fire department has completed through 2024 so far. In the last month, they have been working through wellness training which has been offered to both police and fire department members. Rescue Task Force training was completed last week with Superior Police Department and Mayo Clinic. Two candidates have accepted a conditional offer; they are expected to start May 1st. There will be a swearing in and awards ceremony on April 4th. Chief Winterscheidt gave a brief update on the number of calls completed by patrol and cases being worked on by investigations. A conditional offer was made to one candidate who accepted; they are expected to attend recruit school in May 2024. The Police Department anticipates needing to fill five officer positions by the end of 2024. 4. NEW BUSINESS 4.1. Request to Add No Parking Sign next to the CBU mailbox on 19 th Ave E and 5th St – Craig Burger (Mail Carrier) There are often cars parked in front of the CBU mailbox making it difficult for mail carriers to have access. Introduction: It has been requested by the Fire Department to purchase one (1) 2026 Rosenbauer RTX EV Fire Engine with appropriate equipment. Total cost is $1,853,702. This Rosenbauer RTX will run off electric battery power and is equipped with a small diesel “range extender” that charges the battery if needed. The Fire Department’s equipment committee also retained a quote from E-One for a similar EV fire engine for $2,047,821. Fire Chief Vollbrecht is requesting the Public Safety Committee recommend and approve the selection of a Rosenbauer RTX and forward to the full City Council for approval. 2. Background: This EV fire engine is available through Rosenbauer America with a contractual build time of approximately 18-22 months. An equipment committee made up of several firefighters representing different ranks from Superior visited the factory in Wyoming, MN to put specifications together. The committee also visited the Pierce Manufacturing facility in Appleton, WI and reviewed their EV offering as well as specified and demoed an E-One EV fire engine that was brought to Headquarters here in Superior. The committee also reviewed a traditional diesel fire engine from Rosenbauer. 3. Analysis/Discussion: The current Engine Three is a 2011 Pierce Velocity that will reach its 15-year front line service life in 2026. Currently the lead time to build fire engines is significant. Ordering the engine early in 2024 will allow the apparatus to be delivered in 2026. The long build time is not specific to EV fire trucks. Based on surveyed manufacturers, the building time for a traditional diesel truck varied from 20 to 36 months. The Rosenbauer RTX offers some unique features that will improve capabilities of the fire crew. The engine is narrower and significantly lighter than our current engines. This will allow better  access down narrow urban streets especially in the winter. A lighter engine will result in less road damage to side streets especially during springtime frost melting. Due to the EV drive train, the RTX is equipped with all wheel drive and all wheel steering. The advantages of all wheel drive are obvious in our winter environments. All wheel steering allows the engine to turn around in almost half of the radius of our current engines. This will limit the amount of backing of the fire engine in the streets. Backing of engines at scenes increases the risk of damage and injury. The EV drive train of the RTX will eliminate the introduction of diesel exhaust into our fire stations. Diesel exhaust is a known carcinogen and eliminating its presence in the fire stations will lower the risk of cancer for our firefighters. The quiet operation of the EV engine coupled with the low operating and step-in height will protect our firefighters hearing and help reduce muscle-skeletal injuries from exiting the engine or removing heavy tools and equipment. 4. Budget Source: The fire engine requires a $50,000 down payment at the time of order. The cost will come from the Fire Department’s CIP revolving equipment fund. The remaining funding mechanism will be the issuance of general obligation bonds as approved by the Superior City Council at their April 3rd meeting. The bond payments will come from the Fire Department’s CIP revolving fund. 5. Recommendation: I am recommending the City of Superior Fire Department enter a build contract with Rosenbauer America for the purchase of a RTX EV fire engine.
