Thursday, February 20, 2025
The meeting was called to order by Councilor Ledin at 6:00 pm on February 20, 2025, in Government
Center Room 270.

2. APPROVAL OF MINUTES
2.1. Public Safety Committee (Meeting held January 16, 2025)
MOTION to approve to Councilor Elm, second by Councilor Johnson, carried.
3. RECURRING BUSINESS
3.1. Police And Fire Department Updates
Police – There were 1,499 calls for service in January 2025. The department interviewed three
candidates recently and all three of them will go through the background process. Michelle Pope has
been promoted from Investigations Lieutenant to Patrol Captain.
Fire – There have been 622 calls year-to-date so far in 2025. The department has been working with
the DNR to be prepared for the upcoming wildfire season. Airboat training has been in progress. The
kickoff meeting with Kraus Anderson was completed, they will be the construction managers for
rebuilding station 2. Members of the fire department will be visiting two stations in La Crosse to get
inspiration for the new station. Firefighter interviews were held in January, they are currently fully
staffed. The next car seat clinic will be March 06, 2025 and the Swearing In and Awards Ceremony
will be held on April 10, 2025.
4. OLD BUSINESS
4.1. Remove “No Night Parking 3AM-6AM” E 5th St from 23rd Ave E to 24th Ave E, even side-
Request from Councilor Sweeney
MOTION to approve by Councilor Elm, second by Councilor Johnson, motion carried.
MOTION by Councilor Ledin, second by Councilor Elm, to amend the above motion to read
“Remove No Night Parking 3AM-6AM on both sides of E 5th St from 23rd Ave E to 24th Ave E.”
Will send to Council.
*No objection by committee members to take the agenda out of order and skip to agenda item 5.1,
5.5, and then 5.6; will then proceed with regular order.
4.2. T21 (Easing the legal age to purchase and possession of tobacco) ordinance change –
Request from Councilor Johnson.
MOTION to postpone agenda item 4.2 to the March Public Safety Meeting by Councilor
Johnson, second by Councilor Elm.
5. NEW BUSINESS
5.1. Urban SDK Demo – Request from Police Department
Eric Wingbermuehle provided demo of Urban SDK software. The Police Department will do further
research on this software and potentially bring it back to Public Safety in the future.

5.2. Discussion on DTA Bus Stop on East 4th/East 6th – Request from Councilor Van Sickle
Councilor Van Sickle states residents are concerned about the construction of E 5th in regard to traffic
detours. DTA representative Nick Ackman is present today and states they are not positive if they are
detouring to E 6th or E 4th yet; they expect to have a decision soon. Director Janigo states June 01,
2025, is a rough start date to the E 5th St construction and may last around 3 months.

5.3. Discuss speeding and possible stop sign(s) on East 6th St at Carl Gullo Park – Request from
Councilor Van Sickle
Councilor Van Sickle states there has been concerns about speeding on E 6th St.
MOTION to hold agenda item 5.3 until the March Public Safety meeting by Councilor Johnson,
second by Councilor Elm.
5.4. Approve agreement between City of Superior and Donald Holm Construction for the
Internet Crimes Against Children office remodel project in the amount of $28,300.00- Request
from Chief Winterscheidt
MOTION to approve by Councilor Johnson, second by Councilor Elm, motion carried. Will
send to Council.
5.5. Add two sets of stop signs (N/S) on 20th Ave E and E 10th St – Request from Councilor
Sweeney
Request was from both Councilor Sweeney and Councilor Van Sickle. Resident Joe Gronlund
expressed concerns about speeding on this street, particularly during shift change for the refinery,
mornings, and when the schools are done for the day. Lieutenant Trone placed a speed sign nearby
which faces one direction and recorded as high as 45MPH. Public Works has not created a grid
system for this area yet, and they may want to look at 11th St and additional streets on 10th to be
consistent.
MOTION to hold agenda item 5.5 until the March Public Safety meeting by Councilor Johnson,
second by Councilor Elm.
5.6. Add two sets of stop signs (N/S) on 22nd Ave E and E 10th St- Request from Councilor
Sweeney
MOTION by approve by Councilor Johnson, second by Councilor Elm, motion carried. Will
send to Council.
*Resident Lindsey Sella +2 children left the meeting
6. ADJOURNMENT
