Councilor Van Sickle called the meeting to order at 3:04 pm.
1. Recommendation to award the Barker’s Island SOGL Site Improvement Project
construction contract to Wren Works LLC at the proposed cost of $1,289,347.
The contract for the Sustain Our Great Lakes (SOGL) project came in over budget due to
material prices, labor, gas, oil prices and availability of products. Public Works was able
to find ways to fund the project. There may be other possible funding sources once the
2021 audit is completed. The only reduction the project will take is to reduce some of the
plantings. There was an abundance of plantings planned in some areas that could be
thinned out and still maintain the stability and look of the project design. Public Works
will continue to look for ways to reduce costs of the project as it moves along.
Some of the Councilors expressed concern over the money that could be pulled from
Parks, however, Director Cadotte feels comfortable with the amount because it connects
the trail around the island and will create an amazing space for residents as well as
increase traffic for the Marina, which in turn increases payments to the City.
MOTION by Ludwig, second by Ledin, and carried to award the Barker’s Island
SOGL Site Improvement Project construction contract to Wren Works LLC at the
proposed cost of $1,289,347.
2. Recommendation to purchase a 2022 Vermeer BC1800XL Brush Chipper.
This Brush Chipper will replace an older one that is at the end of its life. The mulch created
from the use of this machine is used in various areas around the City and saves money when
we don’t have to purchase mulch.
MOTION by Ledin, second by Ludwig, and carried to approve the purchase of a 2022
Vermeer BC1800XL Brush Chipper.
Councilor Van Sickle adjourned the meeting at 3:38 p.m.
The next Public Works Committee meeting will be held April 7, 2022 at 5 p.m. in Room 204 of
the Government Center.

PROJECT OVERVIEW EXISTING SITE AERIAL
The City of Superior, WI, in collaboration with local stakeholders, are in the early stages of design for
the “Sustain Our Great Lakes” site improvement project, located at 300 Marina Drive on Barker’s Island.
The project is partially funded by the National Fish and Wildlife Foundation and has the primary goal of
improving stormwater quality flowing into Lake Superior. The project includes six project areas where 1
water quality best management practices will be implemented. With innovative design solutions that
better address stormwater runoff, this project will improve the functionality of 40-year old infrastructure,
and will also be showcasing good stewardship of our natural resources and resiliency efforts by
featuring new green infrastructure elements.

To accommodate a more usable recreational greenspace for marina users, hotel guests and the

general public, this area includes the removal of three deteriorated tennis courts near the water’s
edge. Instead, design possibilities for this area may include a shade structure, small gathering
spaces with flexible seating, a rain garden and canopy trees, as well as an open green space
for “bring your own lawn games” activities. The City and design team will continue to work with
local stakeholders to further develop the design and programming elements for the recreational
greenspace.
