PUBLIC WORKS COMMITTEE Minutes May 5, 2022 Regular Meeting The meeting was called to order by Chair Van Sickle at 5:00 pm on May 5, 2022 in Government Center Room 204. COMMITTEE MEMBERS: Jenny Van Sickle, Ruth Ludwig, Nick Ledin, Tylor Elm 1. Election of Chair MOTION by Ledin, second by Elm and carried to elect Councilor Van Sickle as Chair. 1.2. Election of Vice-Chair Motion by Van Sickle, second by Elm and carried to elect Councilor Ledin as Vice- Chair. 2. APPROVAL OF MINUTES 2.1. Public Works Committee (Meeting held April 7, 2022) MOTION by Elm, second by Ledin and carried to approve the minutes from the April 7, 2022 meeting. 3. OLD BUSINESS 3.1. Traffic Enforcement The ad-hoc Traffic Committee has been working on a process for working with residents on traffic concerns they see in their area. There is a new concern that came up in Councilor Graskey’s district. The committee will run this through the new process to see how it works while still allowing for changes as necessary. Councilor Van Sickle created a form/document with the new process that will help Councilors know the road map of how this works. There was discussion on this document with some minor changes requested. MOTION by Elm, second by Ledin and carried to approve the form with amendments as discussed. 4. NEW BUSINESS 4.1. Councilor Ludwig: Discussion on how to keep our sidewalk crossings clear of snow in the wintertime. Councilor Ludwig was unable to attend this meeting and asked that it be held in committee until the June meeting. Recommendation to approve a contract with Fahrner Asphalt Sealers LLC for the 2022 Pavement Marking Services in the estimated amount of $121,022.33. This contract is for the City’s annual line painting contract. Only one bid was received and the cost is up 15-20% over last year. The list of areas being painted has been compiled, including a list of “as needed” areas. Lt Trone left the meeting at 5:27pm MOTION by Elm, second by Ledin and carried to approve a contract with Fahrner Asphalt Sealers LLC for the 2022 Pavement Marking Services in the estimated amount of $121,022.33. 4.3. Recommendation to approve a contract with MSA Professional Services for the Design, Bidding and Construction Administration for addition of a trail and landscaping along N 28th St from Hill Ave to E 10th St in the estimated amount of $54,600. The recent WisDOT-led road improvements on North 28th Street from Hill Avenue to East 10th Street did not address the area outside the street footprint due to budget constraints. The formation of a tax incremental district for that area has created an opportunity to finish the streetscape and add off-street features such as a bike trail and plantings. The corridor cross- section would generally consist of a ten-foot wide multiuse trail on the north side, green space, a narrow shoulder, and bike lanes. MSA designed the DOT portion of the project. They have the project background and CAD information to best design the next phase of the project. Construction is anticipated in 2023. MOTION by Ledin, second by Elm and carried to approve a contract with MSA Professional Services for the Design, Bidding and Construction Administration for addition of a trail and landscaping along N 28th St from Hill Ave to E 10th St in the estimated amount of $54,600. 4.4. Recommendation to approve a contract with WK Construction for the 2022 Asphalt Milling Services in the estimated amount of $42,327.30. This is our annual milling contract bid. The City received 2 bids, one from Allstate and one from WK Construction. We have worked with WK quite a few times and they have been really good to work with. As the difference in cost would be just over $2K, Public Works believes it is worth the slightly higher cost to go with WK Construction. There are often questions about the delay between milling and overlay. When mill comes in there are 3,700 square feet of full depth and 34,000 square feet of partial depths to mill. We gear up for that with trucks and people and work with the contractor on hauling material. Prior to paving, City crews spend a week to a week and a half running trucks back and forth taking those millings back to the shop. Next, crews have to go out and base prep for paving which can include fixing potholes, getting the little extra left by the curbs, and fixing any other things that need to be fixed. Then, there is usually a paving project or two in the City that has to be done as soon as PUBLIC WORKS COMMITTEE – 5/5/22 Meeting (Meets monthly on 1st Thursday at 5 p.m.) Page 2 of 4  possible. Crews don’t bounce around the City doing overlays as that would be extremely inefficient so they do the entire area at once and move through the City that way. MOTION by Elm, second by Ledin and carried to approve a contract with WK Construction for the 2022 Asphalt Milling Services in the estimated amount of $42,327.30. 4.5. Recommendation to approve a contract with Absolute Pipe LLC for Sanitary Sewer Televising Services in District 2 in the amount of $32,910.76. The City does routine televising on a rotating schedule throughout the city. This year televising will happen in Central Business District area between Winter and North 21st Street and between Butler Avenue and Lenroot Drive. Bids were put out for a base bid and three alternates. The City is obligated by the DNR through our CMOM program to televise all of the circular pipe that is less than 48” in diameter every 10 years. This year pipes that have never been inspected or the inspections are from 2010 or older will be done. When the televising is done, they look for areas that look like there could be failures and assess them for future projects. The City has old infrastructure. Some sewers had factory locations put in so houses could connect to them. The really old ones used wood to plug it off so the dirt doesn’t come in. There seems to be an increase in these wooden plugs being gone. These plugs can come out or even disintegrate with the fluctuation from drought to large amounts of rain such as we have had this year. If the soil becomes loose, it can go into the sewer and can cause blockages which creates large issues. MOTION by Ledin, second by Elm and carried to approve a contract with Absolute Pipe LLC for Sanitary Sewer Televising Services in District 2 in the amount of $32,910.76. 4.6. Notification of contract with Absolute Pipe Service LL for 2022 Sanitary Sewer Televising Services in District 6 in the amount of $18,429.30. (No action required) This contract is for Billings Park. There were 3 urgent repairs in 3 years so for this year, the Environmental Services Division identified sewers that had never been televised, were more than 10 years since last televised, or ones that were questionable in the last televising. 5. RECURRING BUSINESS 5.1. ESD Director’s Update Received and filed 5.2. Director’s Update 5.2.1. A new compactor was purchased for the Landfill. This will be a replacement for one that burned. The local CAT dealer found a new 2021 A6K in Texas that was already built, so we don’t have to wait a year and won’t have to rent one in the meantime. We also don’t have to rehab the one we have. Insurance will pay for the machine and the rental on the dozer they have been using. When all is said and done, we will have a PUBLIC WORKS COMMITTEE – 5/5/22 Meeting (Meets monthly on 1st Thursday at 5 p.m.) Page 3 of 4  $5,000 deductible and $3,200 to purchase the old machine. 5.2.2. Barkers Island moving along. Phase 1 and phase 2 of main parking lot are up, pipe is in, and gravel is going on. The hope is there will be paving done in the main lot in early July. The rest of the work is less intrusive which will allow crews to get in and out more easily. 5.2.3. Bipartisan Infrastructure Law (BIL) – Three applications were submitted for the 2022 STP Urban funding. The three submitted include Bardon Avenue, Woodlawn Avenue, and 42nd Avenue East. Nothing is finalized, but it looks like the City could see about $400K. The Woodlawn project fits that budget and so rather than find more funding to complete the Bardon Avenue or 42nd Avenue East project, Woodlawn is what will be completed. The City plans to submit the other two projects for the 2023- 2026 BIL funding cycle. The Barkers Causeway, North 21st Street concrete repair, and 31st Avenue E from 2nd to 5th will also be submitted. The East 5th Street project from 24th to 31st (planned as a 2025 build) was removed from the list because the City received LRIP funding of $1.25M for that project. 5.2.4. Carbon reduction program – An application was submitted on May 5th for two fully electric pickups and charging stations that will reside within the garage. It will likely be 2025 by the time they are being built and the City receives them. 5.2.5. Transportation Alternatives Program – As far as Public Works can tell, this seems to be more of a planning effort than construction effort. There is a June 3rd application for these applications. Staff are working through different options that may qualify for this funding. 5.3. Future Agenda Items 5.3.1. Revisit traffic enforcement in June and then 3 months down the road to see how it is working. 5.3.2. Councilor Graskey resident traffic issue (June agenda) – 6th and Grand 5.3.3. Sidewalk Route Review – Russ to give report in June and then talk about potential changes in July. 5.4. Confirm next meeting date as June 2, 2022 in Room 204 of the Government Center 6.
