January 4, 2024 Regular Meeting
The meeting was called to order by Councilor Van Sickle at 5:00 p.m. on January 4, 2024, in Government Center Room
204.

2. APPROVAL OF MINUTES
2.1. Public Works Committee (Meeting held December 7, 2023)
MOTION by Ledin, second by Ludwig and carried to approve the minutes from December 7,
2023.
3. OLD BUSINESS
Wyatt Jackson joined the meeting virtually at 5:02 p.m.
3.1. Discussion regarding city composting drop site locations. (Held in committee from December 7,
2023)
Ida Sampson has informed that they are currently in the process of preparing their booth for the
upcoming Lake Superior Ice Festival Event. After thorough discussion, it has been decided to
establish composting drop site locations near Menards, Super One (both locations), Children’s
Memorial Garden, Bethel Church, and the Humane Society. Ida and Darienne McNamara will be
reaching out to these businesses to confirm the locations. In terms of distributing the composting
bags, various ideas have been proposed, including mailing them, making them available at events,
or placing them at each drop site location. Furthermore, efforts are underway to determine the
appropriate sizes for the composting dumpsters.
3.2. Request from Cenovus to purchase up to 1.5 credits from the City of Superior Compensatory
Wetland Mitigation Bank. (Held in committee from December 7, 2023)
Councilor Van Sickle highlighted the presence of a Wetland Mitigation Bank in the City of
Superior, which enables the creation of wetlands in another community when wetlands are removed
from the city. The wetlands that Cenovus intends to fill exceed the usual standards set by the
Special Area Management Plans (SAMP) Program. Cenovus and BNSF are currently in the process
of obtaining a permit from the Wisconsin Department of Natural Resources (WDNR), and in order
to do so, they must acquire credits for the space. These credits are more cost-effective compared to
those available on the market. One of the prerequisites for purchasing credits through the city's
bank is that the project must provide a community benefit. Wyatt Jackson, the consulting firm
representing Cenovus, explained that adding a rail track section for BNSF will enhance the
efficiency of rail car movement and alleviate congestion.

purchase up to 1.5 credits from the City of Superior Compensatory Wetland Mitigation Bank.

3.3. Recommendation to renew a Professional Services Agreement with Donohue and Associates, Inc.
(Held in committee from December 7, 2023)
Councilor Van Sickle emphasized the importance of having a comprehensive expense report during
the December meeting. The report should include a detailed breakdown of costs from previous
Professional Services Agreements, ensuring transparency and accountability within the committee's
financial operations.
MOTION by Ludwig, second by Ledin and carried to approve the renewal of a Professional
Services Agreement with Donohue and Associates, Inc.
3.4. Recommendation to renew a Professional Services Agreement with Short Elliot Hendrickson, Inc.
(Held in committee from December 7, 2023)
Director Janigo conducted a thorough analysis of the expenditure breakdown from the previous
year in collaboration with Short Elliot Hendrickson (SEH) using the Professional Services
Agreement. SEH emerged as the most cost-effective bidder for various projects, including Lift
Station 3, 21st Street Concrete Repair, East 2nd Street Improvements, ESD's Testing Lab, and
Landfill Services. On the other hand, Director Cadotte examined the cost breakdown for Weyandt
LLC, with a specific focus on projects related to Woodstock Bay, Girl Scout Point and Pickle Pond.

Services Agreement with Short Elliot Hendrickson, Inc.
3.5. Recommendation to renew a Professional Engineering Services Agreement with Weyandt, LLC.

Services Agreement with Weyandt, LLC.
4. NEW BUSINESS
4.1. Councilor Van Sickle: Discussion regarding flashing speed sign on East 2nd Street.
Lieutenant Trone presented two potential solutions for the East 2nd Street and Moccasin Mike
Road area, with a focus on reliability. These options included constructing a roundabout or
increasing signage with an overhead. However, the final decision will heavily depend on the
availability of funds. To address the issue of speeding, implementing digital speed signs would be
beneficial for both unfamiliar visitors and regular drivers passing through the area. Furthermore,
there is a specific concern regarding Billings Park, particularly during the closure of the Blatnik
Bridge. Consequently, it was agreed to install a digital speed sign on East 2nd Street near the
Humane Society and another speed sign after exiting the roundabout near Billings Park.

MOTION by Ludwig, second by Ledin and carried to approve a flashing speed sign on East
2nd Street near the Humane Society and another speed sign after exiting the roundabout near
Billings Park on Belknap Steet.
4.2. Councilor Ledin: Discussion regarding Heats on Program.
Councilor Ledin provided an overview of the Heats on Program, emphasizing its potential benefits
for our community. This initiative involves engaging plumbers and pipe fitters to assist veterans,
elderly individuals, and those with low incomes in inspecting furnace filters and conducting routine
maintenance checks for their homes. In cases where significant problems are identified, they can
also refer individuals to local contractors for further assistance. Andrew Campeau, a representative
from Local 11, is scheduled to meet with the committee during the February meeting to further
discuss this topic.

MOTION by Ledin, second by Ludwig and carried to hold item 4.2 until the February 1,
2024, meeting.
5. RECURRING BUSINESS
Mayor Paine left the meeting virtually at 6:29 p.m.
5.1. ESD Director’s Update - Received and filed.
5.2. Director’s Update
5.2.1. With the arrival of the first snowfall, the crew has been busy sanding both the main streets
and side streets.
5.2.2. The Hammond Avenue Project is expected to be ready for bidding in the upcoming week or
two.
5.2.3. The East 5th Street Project’s kickoff meeting took place, and now we can begin moving
forward as the surveying work has been finished.
5.2.4. Chief Building Inspector Pete Kruit is officially retiring today, and we are excited to welcome
Brian Bustrak as our new Chief Building Inspector. Additionally, Plumbing Inspector Dick
Campbell will be retiring by the end of March 2024.
5.2.5. Over the next few months, we can expect to encounter a significant amount of annual bid
approvals for materials such as asphalt and gravel.
5.2.6. The Municipal Services Building (MSB) Project commenced with its kickoff meeting, where
Meyers Group was assigned the task of conducting a comprehensive space assessment for the
building.
5.2.7. The Winter Snow and Ice Management Policy will now be incorporated into the morning
report of the Street Department moving ahead.
