Roll Call Present: JoAnne Jardine, Lindsey Graskey, Bruce Barron, Emerson Sloan, Keith Kern Absent: Steve Knauss Deputy Clerk Becken asked for objections in reordering the meeting to allow items 7 & 8 to move to the top of the agenda. No objections. 7. Duties of officers Mayor Paine reminded commission of role duties and expectations. 8. Election of Officers Councilor Graskey expressed willingness to chair. Commissioner Jardine motioned that Councilor Graskey be chair. Commissioner Barron seconded. Nomination passed—Councilor Graskey named Chair of the Commission and took over running the meeting. Commissioner Jardine nominated Commissioner Barron as Secretary/Treasurer (combined role). Councilor Graskey seconded. Nomination passed—Commissioner Barron accepted. Commissioner Barron named Secretary/Treasurer of the Commission. Commissioners introduced themselves along with background. Tourism Development Commission, 10/15/2021 Meeting Page 1 of 3 2. Public Comment Michelle Hostetler—background in tourism in Douglas County Terry Lundberg –Bong Center overview 3. Approve October 8, 2021 TDC meeting proceedings Paused as quorum was not met at 10/8/21 meeting. To be added to the 10/15/21 minutes for approval. 4. Past Quarterly Reports from Travel Superior More information requested, as Commissioner Barron noted financial questions associated with Travel Superior reports. Commissioner Sloane echoed and asked if a meeting with Travel Superior staff could be arranged to look deeper at actions and accounting. Questions about Bong Center funding—Mayor explained previous contracts. Concern expressed by Commissioner Barron on the use of the hotel/motel funds for museums specifically, but also other venues that do not have immediate relation to overnight stays. Councilor Kern brought up existing TDF commission and fund. That commission and fund remains intact through the end of 2022 (functions off of 2021 tax funds). Extensive work done on the TDF commission application process may be helpful for future TDC decision-making. More will be brought up in future meetings. 5. Create TDC mission statement Checking with the existing TDF mission statement to revisit next meeting. 6. General plan for the coming months, including setting regular meeting date/time Motion by Councilor Graskey to meet Oct 22, 29, Nov 5, 12 at noon at the government center (room 204 preferred). Seconded by Commissioner Sloane and carried. 9. Discussion of potential budget/allocation plan Mayor Paine reported finance team working on projection. Noted the difference that the commission then makes their budget based on that projection, but that they can budget more or less based on their interpretation. Commissioner Barron asked for financial reports on what is currently being spent by the city in the tourism area beyond what was allocated to Travel Superior and asked for the balance for the TDF fund. Councilor Van Sickle (on google meet) reported about $120,000 as of last report for TDF. 10. Discussion on RFP for visitor center and marketing Mayor Paine reported updated RFP documents available for the next meeting for the commission to review and adjust. Open Meeting guidelines discussed again with commissioners asking questions and scenarios of how best to conduct business in legal ways. Clerk’s office will send out the open meeting law rules and guidelines to group again, and be available for questions. 11. Set next meeting time October 22, 2021 at 12:00. 12. Adjournment Councilor Graskey moved to adjourn. Commissioner Sloane seconded, and carried. Roll Call Present: JoAnn Jardine, Lindsey Graskey (google meet), Keith Kern, Bruce Barron Absent: Steve Knauss, Emerson Sloane Also Present: Mayor Paine, Finance Director Puetz, Deputy Clerk Becken 2. Public Comment Taylor Pedersen from Travel Superior/Chamber of Commerce 3. Orientation/charge including history of past hotel/motel spending 3.1 WI State Statutes regulating Room Tax (pages 84-88) 3.2 Recently adopted City Code pertaining to Tourism Development Commission 3.3 Financial overview from years past Mayor Paine and Finance Director Puetz covered these topics. 4. Create TDC mission statement Tabled until next meeting—quorum not met. Page 1 of 3 5. General plan for the coming months, including setting regular meeting date/time Late afternoon Friday does not work for a portion of the board. 11:00 on Fridays would work best. Will start with every other Friday and move from there as needed. Next meeting: Friday, October 15 at 11:00 in council chambers or council room (checking availability). A more informal setting of table-style meeting would be preferred for the members, but the need for tech may keep the meeting in the chambers. 6. Duties of officers Mayor Paine detailed 2-3 offices required (chair & treasurer/secretary (can be separate positions or combined into one as ‘treasurer/secretary’). Discussion from group included question on protected status of officers—Mayor Paine thought yes, but will double check with City Attorney. 7. Election of officers Tabled to October 15 due to lack of quorum. 8. Discussion of potential budget/allocation plan Finance Director Puetz covered how tax is distributed throughout the year. Also named the final tax collected for the year 2021 that is released in February to be designated for Travel Superior, as that is technically 2021 tax. Chair of Travel Superior (Jeff Cushman) asked for clarification about the anticipated February payment. They will be out of contract at that point, but still under State statute as far as what that money must be used for. Bruce Barron distributed packet of material detailing how the tax can be spent along with a spreadsheet of how money was spend according to Travel Superior (scanned into packet). Councilperson Kern requested a reporting of activities from Travel Superior in the last year—Director Puetz is supplying before next meeting. 9. Discussion on RFP for visitor center and marketing Mayor Paine offered already established RFP form and process for the commission’s use. Will be available for next meeting. 10. Set next meeting time October 15, 2021 at 11:00 at the council chamber or meeting room. Committee members asked for contact information for all the members, so they can connect. Wisconsin meeting law will be included in the contact information. Information from neighboring and similarly-sized community is requested—Duluth, Manitowoc named specifically.
