TOURISM DEVELOPMENT COMMISSION Minutes March 27, 2023 Regular Meeting The meeting was called to order by Chair Lindsey Graskey at 4:03 pm on March 27, 2023 in Government Center Room 204. 1 ROLL CALL PRESENT: Lindsey Graskey (Chair), Pattie Soliday (Vice-Chair), Trisha Hecimovich, Shannon Olson (Hotel-Motel Rep) VIRTUAL: Mark Johnson ABSENT: CITY STAFF PRESENT: COS Rebecca Scherf OTHERS PRESENT: Shelley Nelson, John Gidley (Virtual), Annette Farmakes (Virtual) 2 APPROVAL OF MINUTES 2.1 Tourism Development Commission (Meeting held January 3, 2023) MOTION by Graskey to approve. Seconded by Soliday. Minutes filed. 3 OLD BUSINESS 3.1 Update on Tourism Coordinator Position 3.1a Wage Study Bill MOTION by Soliday, Seconded by Hecimovich to approve payment of $275 bill for wage study. 3.2b Wage Study Report No action taken. Report filed. 3.2 Presentation from SWIM Creative 3.2a Visitor Guide Presentation SWIM Creative gave presentation on visitor guide. MOTION by Soliday, seconded by Hecimovich to approve Agency portion of estimate only. Carried to approve. Commission awaits update on print costs for different quantities from SWIM before re-considering other portion of estimate. 3.2b 2023 Campaign Estimate Item held for next meeting to give commission time to consider. 3.2c 2023 Misc. Report from the Chair No report 4. Bong Grant Application Pt 1 & 2 Short presentation given on packet from Bong Director John Gidley. Commission presented questions to director. Commission requested additional financials from Bong before approving grant application Pt 1. MOTION by Pattie Soliday, second by Graskey to approve Pt 2 of the Bong Grant application to run the visitor center. 5. Financials Discussion of current budget of Tourism Commission led by Vice Chair Soliday. Chief of Staff Scherf explained financials as submitted by SWIM Creative. 6. Tourism Coordinator Discussion of coordinator position options with Mayor Paine. Mayor Paine recommends coordinator be a City of Superior position. No action taken. 7. Roll Call Members Present: Lindsey Graskey, Mark Johnson (Council Representative), Pattie Soliday (virtual), Trisha Hecimovich Staff Present: N/A 3. Report from the Chair Report from Chair Graskey informing the commission of her visit to Manitowoc and the connections made with their status of transition in their tourism department. Travel Guide ideas were discussed along with Commissioner Johnson's research with also connecting with municipalities like Superior. 4. Financials a. Financial update was presented by Commissioner Soliday, with a to-date discussion on what projections look like at the end of 2022. This number will be finalized mid-February. Motion by Soliday, seconded by Graskey to hold a reserve of $250,000 to fulfill the contract with Swim through 2024. The commission collective decided on an estimated budget for 2023 to use as a guide when distributing funds and current contracts. b. The commission discussed a more detailed summary of Swim Creative invoices and how current budgets presented can be reflected as not one continuous number, but a billed per project. Chair Graskey took the information to bring forward as a suggestion to Swim in respect to the commission. 5. Tourism Coordinator Tourism Coordinator position was discussed with the timeline for a hire date/process. Vice-Chair Soliday shared insight on the ranges of salaries the commission could choose from and how this could affect the overall of the 2023 estimated hotel motel tax created by the commission. Motion by Soliday, second by Hecimovich to approve the description and to be sent to HR. 6. Schedule Upcoming Meetings New time and days were discussed to accommodate the current commissioner’s schedules for meetings. Follow up with Cheif of Staff Scherf to determine the if possible. The City created an independent contracted position that reports to the Tourism Development Commission. This position is responsible for developing, recommending, and implementing a branding strategy regarding tourism and is expected to develop and maintain effective working relationships with outside agencies, serving as the primary contact. Our point-factor job evaluation was applied using a number of factors including Thinking Challenges, Decision-Making, Interactions and Communications, and other job-related factors. It is our recommendation that the Marketing & Tourism Coordinator position be placed in Grade G of the City’s salary plan. Please let me know if you have any questions regarding this recommendation.
