ACTION REQUESTED: Motion to approve April 8, 2021 meeting minutes ATTACHMENTS: SMAC 210408 minutes.pdf 3 CITY OF SUSANVILLE SUSANVILLE MUNICIPAL AIRPORT COMMISSION April 8, 2021 Meeting Minutes City Council Chambers 66 North Lassen Street Susanville CA 96130 Meeting was called to order at 3:05 p.m. by Chair Stevenson. Roll Call of Members present: Commissioner Weaver, Commissioner Tyndall and Chair Stevenson. Absent: Vice Chair Clark and Commissioner Heyland. Staff present: Kevin Jones, Chief of Police and Jolene Arredondo, Assistant to the Administrator/SMAC Secretary. 1. APPROVAL OF THE AGENDA: Motion by Commissioner Weaver, second by Commissioner Tyndall to approve the agenda. Absent: Vice Chair Clark and Commissioner Heyland. Motion carried. 2. APPROVAL OF MINUTES: Motion by Commissioner Weaver, second by Commissioner Tyndall to approve the agenda. Absent: Vice Chair Clark and Commissioner Heyland. Motion carried. 3. CORRESPONDENCE/INFORMATION: None. 4. BUSINESS FROM THE FLOOR: None. 5. PUBLIC COMMENT: None. 6. NEW BUSINESS: None. 7. CONTINUING BUSINESS: 7A Taxiway Project Update Mr. Jones announces that Dig It Construction was awarded the Taxiway A project bid. The project is behind the sliding scheduled presented in the agenda due to the promising potential of receiving FAA money to supplement taxiway project. The project should be breaking ground in the next month. Commissioner Weaver asked if being a month behind if the project will carry over into next spring and there should be no timing constraint issues. Discussion occurred on how the project would begin and the process of the asphalt re-haul process. Mr. Jones noted that when a construction start date was set, an email notification would be sent to the Commissioners. 7B Airport Budget Review Mr. Jones presented the budget, he noted that there will be a budget amendment occurring at the April City Council meetings in order to increase the budget from cash reserves. An estimate was received for over $20,000 to recorrect Hangar #4 OSHA complaint. This work in intended to be completed by City staff and would be considered in the budget amendment. Mr. Jones noted that Air Methods expressed interest in moving into the existing structure within Hangar #9. This would increase rents received from that hangar, however there would be some work that would have to be completed by the City in order for that to be plausible. Discussion occurred about the work that would need to be completed to have proper living quarters in that structure. Mr. Jones noted that the latest release of economic recovery funds would potentially allow identified and eligible revenue losses to be recovered and incorporated back to the airport fund. Discussion occurred about the economic recovery funds versus CARES money and its potential usage of funds to be used towards repairs needed to be made to various City owned hangars. 210408.mtg 4 7C City Administrator Update Mr. Jones discussed that a budget amendment to increase to facilities repair and maintenance line item. Mr. Jones noted that this would be the first year in several years in which the cost allocation would be collected as billed out to the airport. In previous years the cost allocation has not been collected due to lack of airport revenues. An update on the Request for Proposal (RFP) for the FBO contract has been in review with the City Attorney and it has been resolved that the City would increase the fuel percentage received from future FBO contracts. Mr. Jones noted that the RFP would be on the next Airport Commission meeting agenda as a discussion item and hopes that a draft would be available to present for the board’s review. Discussion occurred about City revenues received from the airport, and potential revenue sources to be considered for the airport to operate in the black. Chair Stevenson requested to have possible revenue generating sources on a future agenda for a discussion item. Discussion occurred about the potential dates of a fall 2021 Susanville Airshow. 8. FAA has indicated that they may be able to process our grant in mid June. At this time there are no outstanding items due to the FAA, we are awaiting a grant award. FISCAL IMPACT: ACTION REQUESTED: Information Only ATTACHMENTS: 8 AGENDA ITEM NO. 7.B Discussion Item SUSANVILLE MUNICIPAL AIRPORT COMMISSION SPECIAL MEETING AGENDA ITEM Submitted By: Jolene Arredondo, Administrative Services Action Date: May 20, 2021 SUBJECT: Airport Budget Increase PRESENTED BY: Dan Newton, Interim City Administrator SUMMARY: On April 21, 2021 Susanville City Council approved Resolution No. 21-5879, which approved the increase to Airport CIP budget by $7,500. This budget increase will aid in the electrical wiring and appurtenances within Hangar 4 that need to be reconfigured and/or removed/modified in order for the Hangar to be potentially rented. The budget increase included $3,000 for materials to improve electrical wiring, $2,000 for labor to improve the wiring, $1,000 for the independent fee estimate for Taxiway A Reconstruction Project, and $1,500 towards City staff time for participation in developing Taxiway A Reconstruction Project. The independent fee and the City staff time, totaling $2,500 are potentially reimbursable from the Taxiway project. FISCAL IMPACT: None. The re-organization plan places the airport enterprise under the Public Works Department. This is a change that we anticipate will allow additional staffing resources to be available for airport planning and project development. FISCAL IMPACT: None. ACTION REQUESTED: Information Only.
