EOC/PSB Site Selection Committee

Town of Swansboro EOC/PSB Site Selection Committee May 13, 2024, Regular Meeting Minutes In attendance: Board members - Keith Walsh, Commissioner Doug Eckendorf, Melissa Anderson and Junior Freeman. Roy Herrick was absent. Staff in attendance were: Fire Chief Jacob Randal, Interim Town Manager Jon Barlow and Town Clerk Alissa Fender. ********************************** Call to Order The meeting was called to order at 5:00 pm. Adoption of Minutes On a motion by Commissioner Eckendorf, seconded by Mr. Freeman, the April 24, 2024, special meeting minutes were adopted unanimously. Business Property Discussion Two more packets had been received in response to the Town's Land Solicitation request that had been published in the paper and posted to the website. The Committee reviewed two properties that were submitted in response to the Land Solicitation search. Rotary Property Offer A packet for 5 acres located next to the Rotary center off Main Street Extension was reviewed. The committee had concerns related to the infrastructure cost/road to be constructed due to the parcels distance from Main Street Extension, and to cost to get the land ready due to the wetlands on the property. Mr. Freeman shared that the Rotary may allow for usage of their building and parking lot beside these parcels during an emergency event. Manager Barlow clarified that the SCIF (State Capital and Infrastructure Fund) allotted to the Town of $3 million was designated for land acquisition. If the funds were used in full and more funds needed for property acquisition, then grants and alternate funding would need to be researched. If the funds were not used in full then the scope of work could be modified for usage elsewhere. Freedom Way Parcel A packet for the Freedom Way located next to Bojangles (4197 Freedom Way) was reviewed. Chair Walsh shared that the property owner had no knowledge of any septic tanks located on the property as mentioned in the prior meeting. This property would have frontage on both Highway 24 and Belgrade Swansboro Road. Mr. Freeman shared that connection of water and sewer services to this property would likely have to go under Highway 24 and possibly there could be a need for a lift station. Page 1 of 2 Board Comments Keith Walsh shared that at the next regular meeting on May 20th he wanted the committee to rate all packets received. A few committee members were not available on May 20th and by consensus the committee agreed to hold a special meeting on May 23rd, at 5pm. If any further packets came in, Town Clerk Fender shared that she could share those with the committee by email for viewing only and members were not permitted to reply to the messages.
