TOWN OF SWANSBORO HISTORIC PRESERVATION COMMISSION September 20, 2022 REGULAR MEETING MINUTES Call to Order The meeting of Swansboro Historic Preservation Commission was called to order at 5:30PM. Those in attendance were Patrick Larkin, Kim Kingrey, Christina Ramsey, Ed Binanay, Jonathan McDaniel, and ALT members Gregg Casper and Elaine Justice. Approval of Minutes On a motion by Christina Ramsey, seconded by Kim Kingrey, the August 4, 2022 special meeting minutes were unanimously approved. Kim Kingrey suggested that the August meeting minutes be revised to include Mr. Crose’ statement making the Board aware that because of new flood zone regulations and the contributing status of his home, it did not have to be elevated fifteen feet as he had been required to do; a variance option was available. Kim Kingrey verified Mr. Crose’ comments with the SHPO. Staff would relisten to the tape and resubmit the minutes for the next meeting. Old Business A. Certificate of Appropriateness 2022-02/Main Street Cost of moving structure to 220 Water Street Staff informed the Board that Duke Energy performed a site visit on September 13 concerning moving structure and would provide a quote of powerline cost by September 30, 2022. Mrs. Webb informed the Board that Bob Schuller was also interested in the building if Mr. Crose could not have it moved. B. Demo by Neglect draft Kim Kingrey provided a draft Demo by Neglect ordinance. Once the Board obtained more information on demolition by neglect during its CLG training later this week, it should assist in finalizing the draft. Items discussed: - Owner would need to provide a plot plan and building plans which are in keeping with the design, fit the existing footprint by size and scale of the historic district. If items are not provided, they must be willing to add a deed restriction to the lot, that no improvements will be allowed. - “After the Fact Penalty Fees” were approved by the Board of Commissioners - $500 for Major Work items, $100 for Minor Work items, and $2000 for demolition after the fact. - How to navigate enforcement without the homeowners coming to us with a tear down request. New Business A. Architectural Survey Update - National District verses Local District: The Board was advised in a previous meeting not to combine the two. If we were to apply for funds, the concern would be that they may take away from what we have in the National District. - Landmark Designation procedures were provided in the UDO. Any landmark designation recommendations would be provided to the State, and then move on for Federal review/approval. - The Board requested budgeted funds for the upcoming year to conduct a survey for more properties to add to the Historic District for houses built from 1938 to 1970s (Reference Architectural Survey Update September 2022, 6-2) - Review Historic and Flood Ordinance to see if there is a need for any changes. - The Survey report has been provided, but individual property sheets were forthcoming and would be kept at Town Hall for reference. Chairman/Board/Staff Comments Ed Binanay was interested in meeting with incoming Planner Andrea Correll to discuss the draft survey he worked with former Planner Jennifer Ansell on. It was agreed the draft needed work and would be beneficial once ready for distribution to the public. Whatever it would take to better inform property owners. The Swansboro Historic Association website needed updated Town Historic District information. Kim Kingrey believed the SHA had grant money from the Swansboro TDA to update the site Incoming Planner Andrea Correll would be on board October 10, 2022. Board members were reminded of the required CLG Training Workshop at Town Hall on Thursday, September 22, 2023. Public Comments None Adjournment The meeting adjourned at 6:09pm.
