Special Meeting Minutes
April 4, 2025
I. Call to Order
Jenny Massey called to order the special meeting of the Sweeny Economic Development
Corporation at 6:00 pm on April 4,2025 at Sweeny City Hall.
II. Roll Call
Michelle Medina conducted the roll call. The following were present: Neal Bess Jr., Brian
Brooks, Jenny Massey, and Katie Goff.
Absent: Bill Hayes, Brittanie Hopkins, and Kay Roe
Visitors: City Manager, David Jordan
III. Old Business:
a. Discuss and act as needed amending EDC bylaws – M. Medina sent out the bylaws that
Jeff Moore, EDC attorney sent to review. D. Jordan suggested to the EDC board to amend
the EDC bylaws. B. Brooks made a motion to accept the amendment change to the EDC
bylaws. N. Bess 2nd. All in favor and motion carried.
b. Discuss and act as needed Flash Fitness and equipment – M. Medina mentioned she had
a discussion with one of the owners of Absolute Fitness. Discussion about having a lien on
the equipment. B. Brooks made a motion to try to get the equipment or reimburse for what
is owed to the EDC including legal fees. N. Bess 2nd. All in favor and motion carried.
IV. New Business:
a. Discuss and act as needed to dedicate the right of way and utility easements of the
industrial park to the City of Sweeny – N. Bess made a motion to give the right of way and
utility easements to the City of Sweeny. B. Brooks 2nd. All in favor and motion carried.

V. Announcements/Items for Community Interest
N. Bess made a motion to adjourn the meeting at 6:36 pm. K. Goff 2nd. All in favor and motion
carried.

5. Welcome Visitors – Upon recognition by the Chair, persons desiring to address the Board may
speak on any topic not on the agenda and not to exceed three (3) minutes in length. Board
members are prohibited from deliberation on any item presented but may recommend placement on
a future agenda for discussion.

a. Discuss and act as needed amending EDC bylaws
b. Discuss and act as needed Flash Fitness and equipment
7. New Business
a. Discuss and act as needed to dedicate to the right of way and utility easements of the Industrial
Park to the City of Sweeny

As authorized by the Texas Open Meetings Act, Texas Government Code Section 551.001, the
board my enter into a closed Executive Session at any time concerning any and all subjects and for
any and all purposes permitted by the Act, including, but not limited to, the following: Texas
