Regular Meeting Minutes
June 9, 2025
I. Call to Order
Jenny Massey called to order the meeting of the Sweeny Economic Development Corporation
at 6:01 pm on June 9, 2025, at Sweeny City Hall.
II. Roll Call
Michelle Medina conducted the roll call. The following were present: Neal Bess Jr., Katie Goff,
Bill Hayes, Brittanie Hopkins, Jenny Massey and Kay Roe.
Absent: Brian Brooks
Visitors: Shawn Massey and Dusty Hopkins
Public Hearing
a. Equipment Share – Incentive for 7.678 acres located in the Sweeny Industrial Park
III. Financial Report – May 2025
M. Medina read the financial report for May 2025. B. Hopkins made a motion to accept the
financial report as reported. N. Bess Jr. 2nd. All in favor and motion carried.
IV. Minutes for Regular Meeting May 2025
J. Massey asked to clarify some wording that seemed confusing. Change to B. Brooks made a
motion to approve the mowing bid for a total of $3,500 as needed, with EDC Board approval.
B. Hayes made a motion to approve the May regular meeting minutes with the correction. N.
Bess Jr. 2nd. All in favor and motion carried.
V. Reports
EDC Executive Director:
Worked on getting all Stewart’s information together. Cecil Stark will mow and send something
for record keeping purposes. They are moving forward with plans on their building. Spoke to
Mark from Equipment Share, the initial problem with Section 10 was too much verbiage. They
will edit it and send it back. I spoke to Elvira Alvarez, she wants to pay and understands we
have a lien. I moved things from the storage to the public works building. I met with David to
line things out for the move. Equipment Share returned the performance agreement. I set up
the public hearing in The Facts newspaper. I started working on the agenda. Trained at City
Hall for the Maintenance Care system and filled out new employee paperwork.
City:
N. Bess Jr. reported poor mowing. S. Massey reported Avenue A water project complete. They
will start on the sewer next. All water wells have been treated. The city is getting ready for
budget workshops.
VI. Old Business:
a. Industrial Park Project – M. Medina reported that Stark has mowed. He will need to spray
around the fire hydrants and the bridge. His building is coming right along. Trilogy is still
working with the city. M. Medina questioned an electric pole being put across the street
closer to Stark Inc. M. Medina asked to call TNMP to verify. Equipment Share has sent the
performance agreement back. Everything has been sent to Kaydi to put on Council
agenda.
b. Discuss and act as needed Stewart’s Grocery grant – Discussion on the sales tax and the
performance agreement. B. Hopkins made a motion to follow the performance agreement,
according to Section D, and they will be responsible for $40,000. N. Bess Jr. 2nd. All in
favor and motion carried. M. Medina to contact Stewart’s Grocery to let them know.
c. Discuss and act as needed setting a date for budget workshop – try to get the survey back
from David.
VII. Announcements of Community Interest
Levi Jordan Plantation June 19 – 21 from 10 am to 4 pm. Sweeny Lions Club 80th Anniversary
this Saturday, June 21. Still have tickets and tables available. Brazosport Cares – Bulldog
Marketplace food pantry – Tuesday 9 am to 1 pm and 3 pm to 6 pm and Wednesday 2 pm to 5
pm. P66 is making deliveries to the WC senior community. Trilogy is making deliveries to the
senior community here in Sweeny. WCJH has their food pantry every other Wednesday 9 am
to 12:00 pm.
VIIII. Adjournment
N. Bess Jr. made a motion to adjourn the meeting at 6:36 pm. B. Hopkins 2nd. All in favor and
motion carried.
