Sweeny Economic Development Corporation Regular Meeting Minutes December 8, 2025 I. Call to Order Jenny Massey called to order the meeting of the Sweeny Economic Development Corporation at 6:00 pm on December 8, 2025, at Sweeny Community Center meeting room. II. Roll Call Michelle Medina conducted the roll call. The following were present: Neal Bess Jr., Brian Brooks, Katie Goff, Bill Hayes, Jenny Massey and Christine Sowles. Absent: Brittanie Hopkins Visitors: Doug Kirk III. Financial Report – November 2025 M. Medina read the financial report for November 2025. TexPool interest is not included. The statement was not received before the meeting. K. Goff made a motion to accept the financial report as read. N. Bess Jr. 2nd. All in favor and motion carried. IV. Minutes for Regular Meeting – November 2025 B. Hayes. made a motion to approve the November regular meeting minutes as presented. N. Bess Jr. 2nd. All in favor and motion carried. V. Reports EDC Executive Director: M. Medina gave her report: request updates from Trilogy, Stark and Equipment Share. Been working with Equipment Share to clear up some confusion – Real Estate Purchase Agreement. Working with Jeff Moore, our attorney, to help clear up some questions with Equipment Share. Southern Speech is interested in putting a mural on the side of their building. I did provide them with the matching grant we have available. The city received a public information request for all social media accounts for the city. Since we are a department under the city, I had to comply for the EDC Facebook page. Working with J. Massey and J. Moore to clarify procedure dos and don’ts for quality-of-life projects – Restrooms/Bridge. City: N. Bess Jr. gave the city report. Sunday morning the city had no water. VI. Old Business: a. Industrial Park Project Updates – 1. Trilogy – Doug Kirk will be giving updates. Looking at mid-December for the foundation and work in permitting. 2. Stark Inc. – Struggle with TNMP on light pole that was supposed to go across the hammerhead. Not ready for the grinder station. He is keeping in contact with David Jordan. 3. Equipment Share – J. Massey signed the paperwork to give them access to the property so they can begin soil testing. 4. No update on the mowing and cleaning up. The grinder station has two days of work to complete. B. Brooks made a motion to give the city two weeks to complete the  punch list they were given, including the grinder station. N. Bess Jr. 2nd. All in favor and motion carried. b. Bathrooms for the Backyard Park and bridge for MLK Park – J. Massey discussed the concerns D. Jordan and Kaydi Smith had concerning the restrooms. The EDC board with move forward with presenting the restrooms that were approved at the last meeting. c. Update on Cecil Stark purchase of land – Waiting on the survey VII. New Business: VIII.
