Chaney, Town Clerk OFFICIAL MINUTES OF MAY 24, 2021 REGULAR COUNCIL MEETING NO. 21-09 The Council meeting of the Town of Sykesville was held on Monday, May 24, 2021. Mayor Link called the meeting to order at 7:00 P.M. via Zoom.us. Mayor Link led the Pledge of Allegiance and a moment of silence. PRESENT: Mayor Stacy Link, Council Members Anna Carter, Alan Grasley, Elizabeth Guroff, Mark Dyer, Leo Keenan, and Jeremiah Schofield. STAFF: Joseph Cosentini, Town Manager Police Chief Michael Spaulding Kerry Chaney, Town Clerk Derek Shreves, Public Works Director Craig Weaver, Town Treasurer PUBLIC COMMENTS: There were no public comments. CONSENT AGENDA I. Minutes from May 10, 2021 II. Reappointment of Richard McCullough to the HDC for a 3-year term Item I was pulled from the Consent Agenda. MOTION: Council Member Carter motioned to approve item number II on the Consent Agenda. Council President Grasley seconded the motion. The motion carried unanimously. MOTION: Council President Grasley motioned to approve item number I on the Consent Agenda with the correction provided. Council Member Schofield seconded the motion. The motion carried unanimously with Council Member Guroff abstaining. NEW BUSINESS  III. Consider/Discuss/Act on Council President and Council Liaison Positions MOTION: Council Member Schofield motioned to appoint Council Member Carter as Council President. Council Member Keenan seconded the motion. The motion carried unanimously. Mayor Link announced that all Council Liaison positions will continue with their current roles. IV. Introduction of Ordinance NO. 2021-04 FY2021 Budget Revisions Joe Cosentini, Town Manager, explained that these budget revisions are for the end of the 2021 Fiscal Year. Housekeeping services changed throughout the year, which required a revision in that category. MOTION: Council Member Keenan motioned to introduce Ordinance NO. 2021-04 FY2021 Budget Revisions. Council Member Dyer seconded the motion. The motion carried unanimously. V. Consider/Discuss/Act on Circuit Rider Resolution NO.2021-03 and other pertaining documents Mr. Cosentini presented this item. He explained that it is a continuation of the program with no changes. Jared Schumacher is our current circuit rider, and he works as the full-time Sykesville grants manager. Council President Carter asked if the Town is still under the resident limit for this program. The limit is 5,000 residents, and the Town is still under that threshold. MOTION: Council Member Grasley motioned to approve Circuit Rider Resolution NO. 2021-03 and other pertaining documents. Council Member Keenan seconded the motion. The motion carried unanimously. ANNOUNCEMENTS/REPORTS • The next meeting is June 14, 2021. This will be held via Zoom. • We have volunteer opportunities available on the Historic District Commission, SPARC, Board of Zoning Appeals, Police Auxiliary, and Crossing Guard. Email town@sykesville.net for more information about volunteering with the Town. • Staff Updates o Mr. Cosentini announced the Comprehensive Plan will be in front of the Council at their June 14 meeting. o There has been a request from the Warfield developers to have a fiscal and market study meeting, however they do not want to come to a public meeting, and what they want to discuss would not fall under one of the closed meeting exceptions. o Staff is working on a subrecipient agreement for the Strategic Demolition grant for the scope of work for Warfield. There is no timeline yet, but the  awarded money must be spent within a two-year period from the grant agreement. o Public Safety Report Chief Spaulding presented the Public Safety Report for the period of May 4 through May 16. There was a total of 354 reports including 10 assist other agencies, two community policing events, 21 foot patrols, 12 incident reports, 212 patrol checks, and 25 traffic enforcement initiatives. Chief Spaulding explained the DUI incidents are typical for this time of year and especially with bars and restaurants opening back up. Chief Spaulding also announced that National Night Out is a possibility for August 3. The Fire Department still needs to approve use of their grounds. Chief Spaulding explained that Sykesville Apartments has been using sound cannons to scare off the vultures, and they have not approached the Town about the carcass plan. • Council/Committee Reports o Council Member Keenan announced the Farmers’ Market is happening every Sunday. Game on Main had 100 participants. He welcomed Council Member Guroff and Mayor Link to their first meeting in the roles. o Council Member Carter announced the Historic District Commission is meeting May 25 at 7 P.M. o Mayor Link announced that the Parks and Recreation Commission is meeting May 27 at 7 P.M. o Council Member Guroff announced she would like to explore the possibility of creating a youth council. Other Council Members encouraged her to reach out to the Maryland Municipal League and develop a proposal for her idea. o Mayor Link announced she would like to look into a veteran’s celebration through banners and will be reaching out to BGE regarding the use of their poles. o Mayor Link also announced the Patapsco Regional Greenway is accepting comments on their plan. A link can be found on the Town website. ADJOURN: There being no further business to come before the Council, Council President Carter motioned and Council Member Keenan seconded to adjourn meeting at 7:46 P.M.
