Chaney, Town Clerk OFFICIAL MINUTES OF MARCH 28, 2022 REGULAR COUNCIL MEETING NO. 22-01 The Council meeting of the Town of Sykesville was held on Monday, MARCH 28, 2022. Mayor Link called the meeting to order at 7:00 P.M. in the Town House Conference Room. Mayor Link led the Pledge of Allegiance and a moment of silence. PRESENT: Mayor Stacy Link, Council President Anna Carter, and Council Members Elizabeth Guroff, Mark Dyer, and Leo Keenan. ABSENT: Council Members Alan Grasley and Jeremiah Schofield STAFF: Joseph Cosentini, Town Manager Police Chief Michael Spaulding Kerry Chaney, Town Clerk Craig Weaver, Town Treasurer Derek Shreves, Public Works Director PUBLIC COMMENTS There were no public comments MINUTES I. March 14, 2022 MOTION: Council Member Guroff motioned to approve the minutes from March 14, 2022. Council Member Keenan seconded the motion. The motion carried unanimously. NEW BUSINESS II. Carroll County Bureau of Utilities – Water/Wastewater Improvements Presentation Andrew Watcher and Larry Bloom from Carroll County Utilities presented the water/wastewater improvements for Main Street and Springfield Avenue. They explained that these improvements are separate from the State stormwater improvements, however the State will be doing their work after the County finishes their work. They explained the work on Main Street is projected to take 220 days, and the work on Springfield Avenue is projected to take 180 days. Flagging operations will be in place, so neither street will be fully closed.  Residents and business owners will be notified of any service disruptions well in advance. The work on Main Street and Springfield Avenue might be happening at the same time. There is a section at the intersection of Main Street and Springfield Avenue that needs to be completed first, and then the order of the work will depend on the contractor that is awarded the project. Springfield Avenue will need to be trenched in order to replace the sewer line. As they trench the road, they may encounter voids, which State Highway Administration has agreed to address the voids quickly. Depending on the size of the voids, the entire section of road that they are working on might need to be closed. They will work to minimize the amount of time the street is closed. Two residents from Springfield Avenue asked if the county would need to come onto personal property for the work. The county explained they will only need to access the sewer cleanout and the water meter vault, both are near or at the property line or right-of-way line. The earliest the work would begin could be July 2022. Bids are due on June 8. Mayor Link thanked Mr. Watcher and Mr. Bloom for coming out to give the presentation to the Town. ANNOUNCEMENTS/REPORTS • The next meeting is Monday, April 11, 2022 • We have volunteer opportunities available on the Historic District Commission, Board of Zoning Appeals, Police Auxiliary, and Crossing Guard. Email town@sykesville.net for more information about volunteering with the Town. • Staff Updates o Joe Cosentini, Town Manager, announced that the Bulk Pickup Day has been rescheduled for April 23 and the Cooper Park sidewalk project is expected to start in two weeks. Mr. Cosentini also thanked the Eagle Scout who made and installed picnic tables on the Linear Trail. o Public Safety Report Chief Spaulding presented the Public Safety Report for the period of March 8 through March 21. There was a total of 383 reports including 19 assist other agencies, 18 community policing events, 12 foot patrols, 11 incident reports, 222 patrol checks, and 23 traffic enforcement initiatives. Chief Spaulding explained that the incident with the man who had his pants down in his car occurred at 3 AM. The officer made contact with the man and asked him to leave. He was not in the view of the public, so he was not charged with indecency. Officer Darby was thanked for his community policing efforts.  • Council/Committee Reports o Council Member Keenan announced the Downtown Sykesville Connection had a Board training session on Saturday. The Art and Wine Festival is on May 7, the Farmers’ Markets begin on May 15, and the Let Freedom Ring Parade is on July 2. o Council Member Guroff announced the Parks and Recreation Commission Easter Egg Hunt is on April 15, and the Scavenger Hunt begins the same day. The Spring Cleanup Day will be April 23. Carroll County created a Partnership for a Healthy Carroll County and is sponsoring a “Walk in the Park” through various parks in the County. o Council President Carter announced that the Historic District Commission met on March 22 to review two applications. The next HDC meeting will be May 10 at 7 PM. o Mayor Link announced that the Keep Sykesville Beautiful group received grant funding to focus on the reduction of single use plastic at the Farmers’ Markets. ADJOURN: There being no further business to come before the Council, Council Member Dyer motioned and Council President Carter seconded to adjourn meeting at 7:53 P.M. The motion carried unanimously.
