CALL TO ORDER/ROLL CALL
Present: Mayor Stewart, Councilmember Kovar, Councilmember Dyballa, Councilmember
Kostiuk, Councilmember Seamens, Councilmember Smith, Councilmember Searcy
Also present: City Manager Ludlow, Deputy City Manager Clarke, City Clerk Carpenter
The City Council convened at 7:30 PM via Zoom.
CHANGES TO THE AGENDA / AGENDA SCHEDULING UPDATE
Mayor Stewart updated the Council on upcoming agenda items.
GENERAL PUBLIC COMMENTS
• Abiola Heyliger, Independence Now Montgomery County Independent Living Specialist -
Commented on the services Independence Now provides and invited the council to a
presentation on accessible resources and opportunities available to residents as
members of Montgomery County.
• Dr. Spence, President of WAU - Recognized Ms. Ludlow for her work and contribution to
the community.
MONTGOMERY COUNTY COUNCIL PRESIDENT TOM HUCKER
Tom Hucker, County Council President, thanked City Manager Ludlow for her years of service to
the region. Mr. Hucker read a proclamation recognizing Ms. Ludlow’s contributions.
COG EXECUTIVE DIRECTOR CHUCK BEAN - Presentation of COG/CAO Committee Proclamation
Chuck Bean, Washington Council of Government Executive Director, recognized the work and
contributions of City Manager Ludlow to Takoma Park and the Washington Metropolitan area.

A video of Ms. Ludlow’s years of service was presented.

1. Resolution Recognizing Retiring City Manager Suzanne Ludlow (Reading of the Resolution
followed by Council remarks and vote)
The Mayor and City Council each a read a section of the resolution recognizing retiring City
Manager Suzanne Ludlow.
Ms. Dyballa moved the resolution. Ms. Seamens seconded the motion. The motion carried
(VOTING FOR: Stewart, Kovar, Dyballa, Kostiuk, Seamens, Searcy, Smith).

SPECIAL PRESENTATION
Deputy City Manager Clarke introduced Elyse Gellerman, Chief Executive Officer of the
Neuroendocrine Tumor Research Foundation as well as Chief Development Officer Susan
Payson. Ms. Gellerman spoke about Ms. Ludlow’s dedication to the organization after the
passing of her husband Vincent Taylor who died from neuroendocrine cancer in 2017. In 2019,
Ms. Ludlow established an education fund in his name at the foundation to support providing
vital education material to families including the first Neuroendocrine Tumor Research
Foundation educational booklet. They thanked Ms. Ludlow for the opportunity to know her and
to work with her. They presented Ms. Ludlow with a certificate and noted the donation from
City staff to the Vincent Taylor Fund.
Ms. Stewart thanked Ms. Ludlow for her years of service.
