The City Council will vote to convene in closed session in the Community Center Auditorium at
6:30 PM on Wednesday, March 11, 2026 to be briefed on City Council safety protocols and
emergency plans. The meeting will be closed pursuant to General Provisions Article § 3-305(b)(10)
“To discuss public security, if the public body determines that public discussion would constitute a
risk to the public or to public security, including: (i) the deployment of fire and police services and
staff; and/or (ii) the development and implementation of emergency plans.
The City Council finds that discussing security protocols is essential for the City Council to identify
and address potential risks, supporting the safety and well-being of the community.
Because these discussions involve sensitive information, the Council, in accordance with the
Maryland Open Meetings Act, is holding this discussion in closed session to prevent compromising
security. Specifically, risks include:
• Revealing security protocols in public could allow individuals with malicious intent to
exploit weaknesses or gaps in the city’s safety measures.
• Disclosing emergency response plans may make it easier for potential threats to
circumvent or undermine those procedures.
• Sharing details about vulnerabilities or areas of concern could increase the risk of targeted
attacks or disruptions.
• Public discussion of sensitive information may inadvertently expose confidential data
related to personnel, infrastructure, or technology, putting the community at greater risk.
