CITY OF TALLMADGE BOARD OF CONTROL
Minutes of Regular Meeting Scheduled For: Monday, November 23, 2015 at 2:00 p.m.

Call to Order: Mayor Kline called the Board of Control meeting to order on
Monday, November 23, 2013 at 2:00 p.m.
Item 1) Approval of Minutes: Svs. Dir.: I move to approve the minutes from
the November 12, 2015 BOC meeting; seconded by Fin. Dir. Vote to approve: 4/0.
Item 2) Authorizing the Mayor to enter into a contract without competitive
bidding and through the state purchasing program as stated in R.C. 125.04C with
Motorola Solutions for the purchase of radio equipment, software, licenses and
related equipment.
Mayor: On November 12, 2015 Council adopted Ord. 70-2015 authorizing this
purchase in the amount of $387,000.00 under state contract #573077-0. I move to enter
into a contract with Motorola Solutions for the purchase of radio equipment, software,
licenses and related equipment; seconded by Ass’t. Law Dir. Vote to approve: 4/0.
Item 3) Additional Items?
Svs. Dir.: I have our snow removal agreement for certain sidewalks and parking
lots on city-owned property. We did an RFP for this type of snow removal, Excel
Landscaping, 4 Seasons and Eric’s Mowing were all contacted and submitted quotes.
Typically they don’t do all of these areas but we do have them quote every area just in
case we do need them done. Excel came in at $2,050 per occurrence (for every property)
and again, we normally don’t do every property. Typically we only spend less than
$10,000 on it. Mayor: Yes, I don’t think we’ve ever really taken this type of contract to
the Board of Control. Have we? There was no ordinance so I don’t really think it’s a
requirement to bring it here because it’s under $50,000 . . .it’s just a maintenance
agreement for snow control. I’m OK with it. Svs. Dir.: Should I make a motion?
Mayor: John? Ass’t. Law Dir.: How much is it ? Svs. Dir.: $2,050 per incident if they
did every property. Ass’t. Law Dir.: So you’re saying it’s over if they do every
property and . . . Mayor: No, it won’t be over the $50,000. We typically spend $10-
$15,000 at the max. The only reason I brought it in here was because I knew these guys
were going to be here to sign it . . . Ass’t. Law Dir.: So it doesn’t sound like we need to
do it then, right? Mayor: Yes.
Adjournment. The meeting was adjourned at 2:08 p.m.
