Minutes of Regular Meeting Scheduled For: September 26, 2019

Item 1) Call To Order and Approval of Minutes.
The Mayor called the meeting to order at 8:07 p.m. The Pres. of Council moved to approve the
minutes of the September 12th meeting; seconded by Law Director. Vote to approve: 5/0.
Item 2) Consideration of awarding a temporary labor contract as outlined in Ord. 5-2019.
Svs. Director: We had two bidders for temporary labor services, Triad Staffing and Safe
Staffing. We asked for municipality references as well as private and got 7. Of the 4
municipality/government references, 3 of them came back unanswered because they were
unaware of the company and the 4th one came back saying they had last used them in 2007 but
they didn’t recall much about them. The 3 private references I got, one did not return a call from
me but the one came back as they were good with heavy industrial work and good people to
work with and the second came back with the feedback that they provided workers daily and
they do the best they can do. So now the very overwhelming reference . . . Mayor: What does it
mean that you asked for a reference from municipalities and they said they were “unaware of the
company”? Svs. Director: So we called Shaker Heights, Westlake, Brecksville and the city of
Kent. The city of Kent did use them in 2007 but they didn’t recall much about them. Law
Director: And that was quite some time ago wasn’t it? Svs. Director: Yes. They used to be
underneath another name, “Ameritemps” and we asked everyone the same question and they
hadn’t heard either the name Triad or Ameritemps. In Shaker Heights, they don’t even use
temporary labor. Pres. of Council: I have heard the name just because we get calls all the time
from temporary companies but we don’t usually use them because of the quality of the laborers .
. . Svs. Dir.: Triad Staffing called us and said hey do you have a list of temporary laborers from
the other company that they used last year because they wanted to solicity those folks as well.
So, knowing this, I’m not too keen on awarding the bid to Triad Staffing and offer it to Safe
Staffing who we do know. Pres. of Council: Have we used them in the past? Svs. Dir.: Yes,
the last couple of times. Pres. of Council: Were there any issues? Svs. Dir.: Well as you said
about “temporary labor”, it’s not always the best but Safe Staffing fulfilled what we asked of
them. Law Dir.: The price differential between the bids? Svs. Dir.: It’s 30 cents and 25 cents
an hour. Law Dir.: I make a motion to award the contract for temporary labor in accordance
with Ord. 5-2019 to Safe Staffing for $13.70 per hour and $20.55 per hour for overtime as the
lowest and best bidder; seconded by Pres. of Council. Law Dir.: Just for the record, I think that
these red flags having to do with the other company are concerning and I think that in this
particular circumstance they haven’t turned out to be the “best bidder”. Vote to approve: 5/0.
