CITY OF TALLMADGE BOARD OF CONTROL Minutes of Regular Meeting Scheduled For: December 30, 2019 Members Present: Mayor Kline, Law Director Raber, Finance Director Gilbride, President of Council Kilway, Service Director Rorar- not present (4 members voting) Others in Attendance: Linda Poinar Meeting Chaired By: Mayor Kline Minutes: Patti Gaffney Item 1) Call To Order. The Mayor called the meeting to order at 8:34 a.m. Service Director Rorar is absent. Item 2) Approval of Minutes from November 14, 2019 Board of Control Meeting (if available). The minutes from the November 14, 2019 meeting are not complete at this point. Item 3) Consideration of the renewal of various insurance policies with Wichert Insurance for 2020. This was authorized by Ordinance 13-2019. Mayor: In the spreadsheet that we have in front of us, you can see all the policies. Linda do you want to say anything? Linda: I have notes on my Excel spreadsheet. Auto went up because we have more newer vehicles. Then on the Law Enforcement Liability, we switched companies and we had to fill out a new form a week ago, a new application, and on it he filled in the spot where we had 14 auxiliaries. They never had that info before. Maria called me and said ‘Do you know that it’s $700+ per officer?’ I talked to the Mayor. He said they don’t carry a gun; they aren’t sworn officers. It didn’t make a difference to them if they were sworn officers or not. Even with that, they gave us some other credits, it went down $2000. Pres. of Council: Well that’s good. Linda: So, I guess we’ll take it. At least now we have the correct numbers for our application. Then Crime, obviously huge jump because we added the Cyber Policy in with the Crime Policy. We talked about that for a few years and the Mayor said it was time to move in that direction. Mayor: I can’t believe it went up that much, the Crime Policy, just because of Cyber. Linda: Then we have the new Abuse & Molestation Policy added down at the bottom, $739. Law Director: Did you get the policy then? Linda: No, I need it. They actually asked me that and I contacted Jill. So I do need that. Law Director: OK. Linda: I do need that to send them. That would be great. Mayor: Still, it went up but we have a little better coverage. Pres. of Council: And, it didn’t really go up that much. Mayor: And we’re protected a little more. They do shop around and even though it’s quicker, our agent shops around. He even talked about whether we should switch, but he did not recommend that we switch from Selective in that. Pres. of Council: Can I just ask, the Finance Director Bond, why it’s not on there. Finance Director: We’re not required to carry a bond any more by law. It’s covered under the Crime Policy. So it was double covering people and so the city changed the law requiring the bond. Pres. of Council: Very good. Mayor: I make a motion to approve the policies to Wichert Agency in the amount of $165,227.00 for the year 2020. Pres. of Council: Second. Mayor: The motion on the floor has been seconded. Discussion? Vote to approve: 4/0 Item 4) Consideration of the renewal of the contract for employee healthcare coverage with Jefferson Health Plan for 2020. This was authorized by Ordinance 2-2019. Mayor: We did a get a renewal of 6.14% through Jefferson. It’s been vetted through the Cost Containment Committee. I see no reason not to accept it. Pres. of Council: That’s a negligible increase when you are talking about health insurance. And you can see the prior years that are in there. SummaCare 8%, 8%, 8.5%. And then we switched to Jefferson. I move to approve the employee healthcare coverage with Jefferson Health Plan for the year 2020. Finance Director: Second. Mayor: There is a motion on the floor that has been seconded to approve our healthcare. Any discussion? Vote to approve: 4/0. Item 5) Additional Items? None. Item 6) Adjournment.
