CITY OF TALLMADGE BOARD OF CONTROL Minutes of Regular Meeting Scheduled For: Monday, May 24, 2021 @ 8:00 a.m. Members Present: Mayor Kline, Finance Director Gilbride, Pres. of Council Kilway, Svs. Director Rorar (4 members voting) Amended to add Law Director Raber (5 members voting) Meeting Chaired By: Mayor Kline Minutes: Karen Morgan Item 1) Call To Order The TEAMS meeting of the Board of Control was called to order at 8:00 a.m. Meeting minutes were not approved as they have not yet been completed. Item 2) Authorizing the rejection of the bids for the East Avenue/Washburn intersection improvements in accordance with Ohio Revised Code 153.12 (furnished to you in your agenda). All bids received were in excess of ten percent (10%) of the engineer’s estimate Rorar: So we received 4 bids for the East Avenue/Washburn Road improvement project. There was one that was within the 10% but they withdrew their bid because they realized they had a calculation error so the remain 3 bidders were all in excess of the 10% over the engineer’s estimate. Kilway: Ok, so what do we do from here? Do we have to try to find someone who will be within 10% of the engineer’s estimate or does the engineer have to go back and take another look at it? Rorar: We have to rebid the project. We are out advertising right now and the engineer has adjusted his estimate. The big issue is, as we’re all experiencing, building materials are just jumping in price. What was $55 is now $213 so it’s just something that is happening now and the prices are increasing almost every day. Kilway: So the engineer did adjust his estimate and you are going out to bid again? Rorar: Yes. It is amazing what has happened with the rates just 30 days from this last estimate. (Law Director Raber joins the meeting). Raber: Have you discussed that this is being done in accordance with ORC 153.12? Mayor: Yes, and it was attached to everyone’s agenda. Kilway: I move to authorize rejection of the initial bids for the East Avenue/Washburn Road improvement project in accordance with ORC 153.12 due to the fact that all bids were in excess of the 10% of the engineer’s estimate; seconded by Gilbride.
