CITY OF TALLMADGE BOARD OF CONTROL MEETING MINUTES May 12, 2022 11:00 a.m. City Hall Council Chambers Members Present: Mayor Kline, Service Director Rorar, Finance Director Gilbride, Law Director Raber Excused: President of Council Loughry Meeting Chaired By: Mayor Kline Minutes: Tina Fiocca I. Call to Order and Approval of B.O.C. Minutes for April 29, 2022 meeting. The Mayor called the meeting to order at 11:01 a.m. Mollie Gilbride moved to approve the minutes of April 29th B.O.C. meeting; seconded by Megan Raber. Vote to approve: 4/0. II. Authorizing the Mayor to enter into a contract with Custom Utilicom, Inc. for conduit installation to phases 5 and 6 of the Tallmadge Reserve for future fiber optic service. The base bid was $46,586.40. (This is authorized in Ord. 2022-40). Rorar: Went out to bid and got two bidders. Custom Utilicom was the lowest bid and we have used them before. Raber moved to approve the contract; seconded by Gilbride. Vote to approve: 4/0. III. Authorizing the Mayor to enter into a contract with Equix Integrity, Inc. for CCTV Inspection and Cleaning Consulting Services related to City Sewers. The proposal was $104,576.50. (This is authorized in Ord. 2022-51) Rorar: Proposals were sent out for cleaning and televising our sanitary sewers. This is an odd service that not everyone can perform. Equix Integrity came in with the lowest price and were recommended by the engineering company that put the proposal together. Raber: Asked if we have used them before and if other municipalities have ever used them. Rorar: We have not used this company before, but other municipalities have used them. Kline moved to approve the contract; seconded by Gilbride. Vote to approve: 4/0. IV. Consideration and approval of Change Order #5 for the Repair & Remodeling of the Tallmadge Police Station for an increase of $705.74. This will increase the total contract to $281,435.38. Rorar: When the bid was put together some baseboards were missed and that is what this will cover. Kline: Are we still under the 10 percent? Rorar: With current change orders, we are still under the 10 percent. Kline moved to approve the change order; seconded by Gilbride. Vote to approve: 4/0. V. Authorizing a price adjustment for the Lease/Purchase of a Freightliner Truck through the State Purchasing Program. Original amount for the truck was $94,773.00. The increase is for $3,800.00. (The original price was authorized in Ord. 2022-34) Rorar: This still deals with Covid issues. Raber: Is this due to an upgrade? Rorar: No, it is due to a cost increase because material prices went up and items were not able to be obtained. Gilbride: We are using ODOT’s contract and ODOT approved the increase, so we must do it. Kline moved to approve the increase; seconded by Gilbride. Vote to approve: 4/0.
