CITY OF TALLMADGE BOARD OF CONTROL MEETING MINUTES September 1, 2023 8:00 a.m. Mayor’s Conference Room Members Present: Mayor David Kline, Finance Director Mollie Gilbride, Director of Public Service Mike Rorar, President of Council Dennis Loughry Meeting Chaired By: Mayor David G. Kline Minutes: Tish Rowland Item 1: Call to Order and Approval of B.O.C. Minutes for the August 10th meeting: Mayor Kline called the meeting to order at 8:02 a.m. Item 2: Adoption of Minutes: Dennis Loughry moved to adopt the Minutes of the August 10th B.O.C. meeting; seconded by Mike Rorar. Vote to approve: 4/0 Item 3: Authorizing the Mayor to enter into a contract with Northeast Ohio Trenching Services, Inc. for the Howe Road Park Improvements Phase 2. The base bid was $758,200.00. (This is authorized in Ord. 2023-75). Discussion: Rorar: We went out to bid for Phase 2 which is the dog park, new shelter, and new restroom. Northeast Ohio Trenching came in at that number, they did Phase 1 and did a good job. The owner called before the bid and told me not to be surprised by the number, that it’s not a mistake. So, she knew exactly the number she was submitting, and I feel good with that number. Mayor: I was going to question that because it’s substantially lower than the other bids. But she’s comfortable and you’re comfortable and we know they do good work. Rorar: And she gave us a heads up. Mayor Kline moved to approve; seconded by Mollie Gilbride. Other discussion: Gilbride: For the record these are ARPA funds, so we have verified that the vendor is not suspended or barred from using federal money.
