Item 1: Call to Order and Approval of B.O.C. Minutes for the November 6th meeting: Mayor
Kline called the meeting to order at 8:52 p.m.
Item 2: Adoption of Minutes: Megan Raber moved to adopt the Minutes of the November 6th
B.O.C. meeting; seconded by Mike Rorar. Vote to approve: 3/0
Item 3: Consideration and approval of Change Order #1 to ProQuality Demolition, Inc. for a
price increase due to removal of contaminated concrete slabs located at 89 E. Howe
Road. The total increase will be $33,300.00, bringing the new contract price to
$671,300.00. This is authorized in Ord. 2023-100. (The original project was approved by
Council in Ord. 2023-41) Discussion: Rorar: During the demo asbestos coating was found
underneath the basketball floor. There were 18 truckloads full to the special dump. Mayor
Kline moved to approve; seconded by Megan Raber. Vote to approve: 3/0
Item 4: Consideration and approval of Change Order #2 to ProQuality Demolition, Inc. for a
price increase due to removal of a contaminated concrete wall located at 89 E. Howe
Road. The total increase will be $157,300.00, bringing the new contract price to
$828,600.00. This is authorized in Ord. 2023-100. (The original project was approved by
Council in Ord. 2023-41) Discussion: Rorar: The main footer wall, which was about 800’
long, also had an asbestos membrane on it. It was category one, and it took 83 truckloads
to be removed. We had one truckload of RACM, which is the really bad stuff, and that was
the pulverized material. Because it has a chance to go air born it’s treated differently. The
company did a great job. Mayor Kline: They did do a good job; every time I visited the site
was clean and they were professional. Mayor Kline moved to approve; seconded by
Megan Raber. Vote to approve: 3/0
Item 5: Consideration and approval of Change Order #4 to Cardinal Asphalt for a price decrease
due to a reduction in pricing of the manholes not installed per the bid specs and
reconciliation of the PO. The total decrease will be $5562.00, bringing the new contract
price to $573,102.80. (The original project was approved by Council in Ord. 2023-1)
Megan Raber moved to approve; seconded by Mayor Kline. Vote to approve: 3/0
Item 6: Consideration and approval of Change Order #1 to Northeast Ohio Trenching Services
for a price increase to remove soft soil and replace it with geogrid and aggregate within
the new parking lot. The total increase will be $2,970.30, bringing the new contract
price to $761,170.30. The original project was approved by Council in Ord. 2023-75.
Megan Raber moved to approve; seconded by Mayor Kline. Discussion: Rorar: As you
grade out for a parking lot you don’t know if there is any soft soil. After proof rolling by
driving a truck with a lot of weight over the area the soft soil was revealed. Raber: Which
park is this? Rorar: Howe Road Park, it’s a new parking lot that was being constructed.
Once it shows soft soil you have to remove it. Mayor Kline: I saw the photos and some
areas had pretty bad ruts, so it had to be taken care of. Vote to approve: 3/0
Item 7: Consideration and approval of Change Order #2 to Northeast Ohio Trenching Services
for a price increase due to required revisions to the electrical plans after the Summit
County plan review. The total increase will be $4,069.99, bringing the new contract
price to $765,240.29. The original project was approved by Council in Ord. 2023-75.
Megan Raber moved to approve; seconded by Mike Rorar. Discussion: Rorar: This was
driven by the Summit County Building Department based on submitted plans so there’s
not much we can do. Raber: And the total cost overrun for this project is less than $3000.
Vote to approve: 3/0
Item 8: Consideration and approval of a 1-year renewal for Mowing City Property through Four
Seasons Service & Repair. The effective dates would be January 1, 2024 through
December 31, 2024. The original project was approved by Council in Ord. 80-2019.
Megan Raber moved to approve; seconded by Mayor Kline. Rorar: Correction – it was
originally approved in Ord. 80-2019. Discussion: Rorar: This is the last year of the
extension for this contract. Four Seasons has done a great job. Vote to approve: 3/0
