City of Tallmadge Board of Control Meeting Minutes May 9, 2024 7:30 p.m. Mayor’s Conference Room Members Present: Mayor Carol Kilway, Finance Director Mollie Gilbride, Law Director Megan Raber, Director of Public Service Mike Rorar, President of Council Adam Bozic. Meeting Chaired By: Mayor Carol Kilway Minutes: Tina Fiocca 1. Call to Order and Approval of B.O.C. Minutes: Mayor Kilway called the meeting to order at 8:19 p.m. 2. Adoption of BOC Minutes, April 11, 2024: Mollie Gilbride moved to adopt the Minutes of the April 11, 2024, B.O.C. meeting; seconded by Megan Raber. Vote to approve: 5/0. 3. Consideration and approval of Change Order #1 to TK Excavating & Grading for the Elton Avenue Storm Sewer Replacement for an increase of $13,122.10. This will increase the total contract to $60,399.52. The original project was approved by Council in Ord. 2024-26. Mike Rorar: $13,122.10 was caused by an issue with the gas line. Megan Raber moved to approve seconded by Mollie Gilbride. Vote to approve 5/0. 4. Consideration and approval of Change Order #2 to TK Excavating & Grading for the Elton Avenue Storm Sewer Replacement for an increase of $4,298.36. This will increase the total contract to $64,697.88. The original project was approved by Council in Ord. 2024-26. Mike Rorar: This was due to a catch basin that had the wrong window size cut and the contractor had to do the additional work. It was needed for a 60” pipe and the window was cut at 44”. Megan Raber moved to approve seconded by Mike Rorar. Vote to approve 5/0. 5. Consideration and approval of Change Order #4 to ProQuality Demolition. This is for the Demolition of 89 E Howe Road for a 170-day extension of time to June 17, 2024, due to weather. The original project was approved by Council in Ord. 2023-41. Mollie Gilbride moved to approve seconded by Megan Raber. Adam Bozic: Is that the DD site? Mike Rorar: yes. Vote to approve 5/0. 6. Consideration and approval of Change Order #8 to Northeast Ohio Trenching Service, Inc. for the Howe Road Improvements Phase 2 for a price increase of $2,427.88. This will increase the total contract to $783,784.75. The original project was approved by Council in Ord. 2023-75. Megan Raber moved to approve seconded by Mollie Gilbride.  Further Discussion: Mike Rorar: This is in the dog park section, and we realized there is no access on the back side. There are gates in the front but nothing if we had to get something through the fence to the wetlands. They are not temporary, it says temporary, but they are panels in the fence instead of gates. That way if someone goes out, we don’t have to lock it. They are removable panels. Mayor Kilway: The word temporary means that they are removeable panels. Mike Rorar: Yes. Vote to approve 5/0. 7. Consideration and approval of Change Order #9 to Northeast Ohio Trenching Service, Inc. for the Howe Road Improvements Phase 2 for a price increase of $2,221.28. This will increase the total contract to $786,006.03. The original project was approved by Council in Ord. 2023-75. Mike Rorar: This is to make the sinks compliant. The pipe that was being used probably would have worked if it was going through a 4” wall but it didn’t make the sinks stick out far enough, so we had to do an access panel in the center blocks to make the pipe work. Megan Raber moved to approved seconded by Mollie Gilbride. Further Discussion: Adam Bozic: It that an afterthought from a plumber’s perspective? Mike Rorar: I couldn’t figure that out. It should have been ADA compliant. I’m not sure why the pipe was the way it was. Vote to approve 5/0. 8. Additional Items: Mike Rorar: I will be bringing a deduction change order of maybe $1000 next time. 9. Adjournment: Millie Gilbride moved to adjourn, seconded by Adam Bozic.
