City of Tallmadge Board of Control Meeting Minutes October 24, 2024 7:30 p.m. Mayor’s Conference Room Members Present: Mayor Carol Kilway, Law Director Megan Raber, Director of Public Service Mike Rorar, Finance Director Mollie Gilbride, President of Council Adam Bozic Members Not Present: Meeting Chaired By: Mayor Carol Kilway Minutes: Tina Fiocca 1. Call to Order and Approval of B.O.C. Minutes: Mayor Kilway called the meeting to order at 7:54 p.m. 2. Adoption of BOC Minutes, September 26, 2024: Mollie Gilbride moved to adopt the Minutes of the September 26, 2024, B.O.C. meeting; seconded by Megan Raber. Vote to approve: 5/0 3. Consideration and approval of Change Order #1 to Cardinal Asphalt Company, Inc. for the Asphalt Paving Program-2024 for an increase of $15,700.00. This will increase the total contract to $1,088,776.45. The original project was approved by Council in Ord. 2024-1. Rorar: The $15,700 is for a portion of the Indian Hills Park improvements. Gilbride/Mayor: The change order says Lions Park, it should be corrected to Indian Hills. Rorar: A section was crumbled. We added it on because of the next Change Order coming up. Mayor: Is that the area where there was a big depression and then it was soft? Rorar: There was no base. It was constructed years ago with no base. Megan Raber moved to approve; seconded by Adam Bozic. Vote to approve 5/0. 4. Consideration and approval of Change Order #2 to Cardinal Asphalt Company, Inc. for the Asphalt Paving Program-2024 for a final reconciliation of the purchase order. The total decrease will be $13,775.62, bringing the new contract total to $1,059,300.83. The original project was approved by Council in Ord. 2024-1. Mayor: So that’s the reason for change order #1. Rorar: Yes, we waited until the end to see how we were doing and since we almost had $30,000 in reductions, we through the parking lot in and still came in under. Cardinal did a nice job. Adam Bozic moved to approve; seconded by Megan Raber. Vote to approve 5/0. 5. Authorizing the Mayor to enter into a contract with ESK Landscaping for the Mowing & Care of Public Land-2024. The average of the sum for all three bid years is $7,035.67 per mow. (This is authorized in Ord. 2024-39). Rorar: ESK was the second lowest bidder. Turfscape was the lowest at $5,945.19. They did not fill out all their bid documents correctly. ESK recognized that and called them out. We spent a month researching both companies and both companies seem to be very good. Turfscape is a giant company, that’s why they get the prices they get. ESK is smaller, but they should be able to do the job. Megan Raber moved to approve; seconded by Mollie Gilbride. Vote to approve 5/0. 6. Additional Items: None 7. Adjournment: Megan Raber moved to adjourn, seconded by Adam Bozic. The meeting was adjourned at 8:00 p.m.
