Correcting and Adopting the Previous Meeting Minutes: 7-27-23 Minutes Mrs. Kilway: I move to adopt the minutes from the 7-27-23 Council meeting. Seconded Mr. Bollas. Roll Call: Mr. Bozic, Mrs. Gutman, Mrs. Kilway, Mr. Loughry, Mr. Bollas, Mrs. Allman – unanimous. The 7-27-23 Council meeting minutes are adopted by a vote of 6-0. 5. Seconded Mrs. Kilway. Roll Call: Mr. Bozic, Mrs. Gutman, Mrs. Kilway, Mr. Loughry, Mr. Bollas, Mrs. Allman – unanimous. The Financial Reports were accepted by a vote of 6-0. 6. Public Hearings: None. 7. Community Input: Pres. of Council: This is the time in the meeting where anyone in the audience can speak on an item that is not on the agenda for up to 2 minutes. Is there anyone wishing to speak? 8. Agenda Additions: None. 9. Reports of Administrative Officers: a. Mayor/Director of Economic Development: Mayor: Thank you. • On your desk is the flyer for Circle Fest which is August 19th and I want to draw your attention to the code that is now on the document. That is the APPIX program that Dr. Cooper has been working on with the Chamber. It is primarily for the safety and notification to the public that is there, but there are a lot of great things and I encourage Council to scan in that QR Code and download the program and you will see a lot of good things. • Second, Maca Pool. I would like to recognize some of the people from Maca Pool for an incident that happened last night at around 5:55 p.m. There was a person that went into a gran mal seizure and was unresponsive. The staff at Maca Pool did a phenomenal job. Then they had to call EMS. What was so amazing about this was that it was on top of the slide at the top of the ladder and if you watch the video, it is really chilling to see how the person went down and the person on the top immediately took charge. The mother ran up with 1  COUNCIL MEETING Council Chambers @ 7:00 p.m. August 10, 2023 Mayor (Cont’d.) the medication and the squad was there and transported the child to the hospital and Kelly, Zach, Gina; there was a whole team of folks that took care of him and I would just like to recognize the Maca Pool Staff for an outstanding job of taking care of this person, not on the ground, but 25 feet up in the air to be able to handle that. • Next is Breakfast at Tiffani’s. They did open today. That is in the plaza on East Avenue. Stop by to welcome them into the community. Today was just a soft opening. They are having a grand opening on August 26 th and 27th and a ribbon cutting on the 27th. • The Dispatch Center. It is really moving along great. Fire Marshal Quick sent out an e-mail to everyone inviting them tomorrow morning; he will be up there doing a fire alarm test and if you wanted to see the facility, it is open, and he can take you around. I will be up there also. Our COG meeting is next Thursday. It will be at the facility for the first time. I have invited Councilman Loughry and Council person Kilway to be there. It is a quarterly meeting so one of you two will be at the next quarterly meeting representing the City of Tallmadge. • The Fire Department. The punch list for the exterior is being worked on. The door parts from Italy showed up this week and so we have all the hinges and everything to start putting the doors up except the one master controller, but they will start probably the first of the week installing and completing the installation of the doors and the ones that we don’t use right now, by that time, the controllers will be operational. • Personnel Issues. The Police Department did make an offer to a new Patrol person, and they are going through that final process to onboard that person and they are working with a group of a few other folks to be able to make them tentative offers. • The cars that have been sitting there that we purchased; the parts came in so there is a brand-new car that is in-service right now and the second car is all done except for a $5 part that they are waiting on to be able to plug this computer system in and then that will be in service. Then all of the other vehicles, except 3 as of today, have been upgraded with the new camera system that is on the car with the body cam equipment has been completed except for 3 of the cars. • The Comp Study. We have met with every Department Head, and I met with Councilman Loughry because he is a Department Head to go over that. We should have legislation in front of Council in September. My goal is in September, and I know Megan will be working on that, and you will have a presentation from the consultant. • Starting Monday, you can see a box up there that says food donation collection. We are having a food drive in City Hall; the Police Department and I think the Rec Center and maybe the Fire Department and that is a food drive for Good Neighbors and the Akron Food Bank. • I would request Ord. 2023-73 and 2023-62. • Lastly, I would like to again recognize Dr. Cooper. This is his last Council meeting before he retires from the City of Tallmadge. I think the City is in the best shape from a safety aspect and what he has done in putting the manuals together and I can’t say enough of how thankful I am that you were employed here at the City of Tallmadge and if there is anything I can do for you in the future, let me know. End of report. 2  COUNCIL MEETING Council Chambers @ 7:00 p.m. August 10, 2023 b. Director of Administration/Director of Safety: The Mayor took nearly all of my thunder. I will just mention a couple of things. • We are well prepared for the Circle Fest which is August 19th and it starts at 5:30 p.m. and it goes on to 11:00 p.m. There will be a parade followed by fireworks and we encourage everyone to be there as it is an absolutely wonderful family time for everybody in the City. • Public safety is ready. We have discussed contingencies and we have invented tools for this event that we haven’t used in the past that I think might bring us well forward and our surrounding communities in preparing for an event like this. • The other thing that I wanted to mention was that we did make an offer to a Police Officer as the Mayor mentioned. We have two other openings, and we are bringing those people along in terms of their background checks. As soon as those are done, we are fairly confident that they will finish well, and we will be making offers to them. So, we will have a full staff in the Police Department. I can’t say enough about the hard work the Police Department and the Administration have done to make this happen. Chief Bohon has really hit the ground running and has done a great job. The two Captains over there also are doing extraordinary to get this moving forward. Captain McGhee in particular is kind of overseeing the hiring and background check process. So, when you see him, please thank him for us all. That’s the end of my report unless there are any questions. Mr. Bozic: I do have a question. Do we have any updates on the collaboration with economic development? Mayor: Yes, we do. We meet with Insight every Monday morning. Katie has been to 43 of our businesses doing business retention work. We have been working with all of the local businesses around the Tallmadge Circle about the Circle Fest and so she has done some great work on that. They are working on the vacant land on the old Rocky’s Skating Rink about the development of that property. We do have in our annexed area a new business that is going to move in, Apollo Heating; their building is moving along extremely well. Mr. Bozic: That is great to hear. I received a question before where a lot of people are interested in what is going to happen with the RJ’s or the old A&W. People want to see something go in there. Mayor: So, do we. There were some offers that were rejected. Dir. of Public Safety: Just one last thing. We have been meeting for weeks on the Circle Fest. The Fire Department has contributed greatly to the improvements that we have made over the years and most of those can really be attributed to Deputy Stasik’s work in the area. He has produced documents that we haven’t had in the past, he has contributed in ways that really the City should be proud of and we are very lucky to have him, and I just wanted to make sure that was mentioned. c. Director of Public Service: I would like to request Ord. 2023-75. My monthly report for Zoning. There were 95 total permits that were issued. Code Violations. We have 43 open violations, 14 of which were property disrepair. Cemetery: 4 burials; 3 were full and 1 cremains. Parks. The membership at the Rec Center was 7,248. Annual Cleaning Shutdown: This will be on August 11th. Circle Fest is August 19th. Gutters and downspouts were installed on the Lions Park restrooms. Memorial Park Playground surface is completed. 3  COUNCIL MEETING Council Chambers @ 7:00 p.m. August 10, 2023 Maca Aquatic Center. The pool officially closed August 13th. Doggy Dip Day is on August 26th. It is $10 per dog. Street Department: 16 tons of debris were removed for the month. 72 hours of berm mowing. 2 catch basins, 7,000 lineal feet of crack sealing was done. The sidewalk program is continuing. The paving program is complete. The Utility Department. One water main break that was on Northeast Avenue, however, we had a water main break this month on West Avenue and that was at the hill, and I am going to have to request a change order for the paving contract because that water break did away with the adhesion of the two top layers of asphalt on 3 of those 4 lanes. We are going to pave all 4 lanes and we are going to do that sometime in the middle of September. The price is $47,000 for all 4 lanes to be milled down and paved. So, it is basically the whole thing. Sewer backups. We had none. We installed one backflow, 530 lineal feet of sanitary sewer was videoed, 310 feet of sanitary sewer was jetted. The staff down there had manhole inspection training course as well as 3 of the members were recertified in the backflows. That wraps up my report unless there are any questions. Mr. Bozic: The asphalt that is going to be put back down on West Avenue; is that going to be the same that we already had? The other thing is that I do want to commend the Zoning Department. I brought up some issues that were brought up to me from a citizen. They took care of them right away because this citizen called me within 24 hours and said that their neighbors had already taken care of those things. So, thank you for your staff being on top of it. Our parks look absolutely beautiful. You guys have done a great job with the playground surface, park signs; they are very noticeable, and they look good. It has been a long time coming for those signs. Congratulations again on the Farmer’s Market. It was absolutely packed this afternoon when I drove by at like 6:00 p.m. so keep up the good work. Pres. of Council: Mr. Rorar, I just wanted to also thank you. I think primarily because of where I live, I get daily compliments on the sidewalks on Munroe. Then I asked Dan at the Rec if he would mind driving our loop now so other than about 1,000 feet on North Avenue that we don’t have sidewalks yet, you can go up North, down East Howe, down Munroe and down East Avenue and you can park and get to those places at a number of places, but if you just parked at the Rec Center and did that, it is a 5-mile loop and not many cities can say they have that. That is pretty good to have that and especially when the Hike and Bike dissects that at a couple different places. So, we are really fortunate to almost be able to claim our center City as part of our park district. Thank you for you and all your guys do. d. Director of Finance: Good evening. Everybody should have received the financial reports as Mr. Loughry read into the record. Nothing unusual is happening at this time, so that is good. Everything seems to be going as expected. I did want to point out and just kind of put on the record that the Summit County Fiscal Office did mail all property owners their property tax valuation. They are having in- person meetings if people would like to do that. The event in Tallmadge is at the Tallmadge Community Center and is on August 22nd from 1:00 – 8:00 p.m. If you want to attend. It is not a walk-in and so if you want to attend that, you need to go to the Summit Country Fiscal Office website and register for an appointment to go during that day. You can also call them if you have questions and there is, I believe, an on-line feature that they have established to be able to help residents with that. So, just a reminder that those are through the Summit County Fiscal Office if property owners have questions, that is who they should contact. I will take any questions. 4  COUNCIL MEETING Council Chambers @ 7:00 p.m. August 10, 2023 Mr. Bozic: Thank you for providing us with the information on the Fire Department and the Police Department for their overtime hours. I had requested some more information about what does that break down to dollar amount-wise and she provided that within a couple days and so thank you for that. It is certainly something that I think we need to continue looking at. I believe, in talking with Councilman Sisak, I believe he had asked the question about what does that look like compared to when we originally decided to go with full-time members within the Fire Department and how does that compare and are we concerned about that overage I guess moving forward. Something to consider and probably something that we will need to talk about in the budget meetings. So, any other insight that you guys have on that, if you could provide that prior to the budget meeting that would be great. I know that there was quite a bit of overtime and I understand that we are obviously doing what we need to do as a City, but if we could find a way twofold to help alleviate the burnout of our Fire Department members and Police Department, but still provide a good service to our citizens. e. Ass’t. Dir. of Law: Thank you. I have no report. Mr. Bozic: Do we have any update on . . . a few months back I asked about doing some legislation for sidewalks. Do we have any kind of update for that? Ass’t. Dir. of Law: I did share that request with the Law Director, and it is on her desk. She just brought it up. I think it was last week in between her vacations and so I know it is on her radar and she will be in touch with you soon. Mr. Bozic: Yeah, I just know we need to try to iron that out before our budget meetings coming up. Ass’t. Dir. of Law: Yes, and I did share that deadline. 10. Reports of Standing Committees of Council of the Whole: a. Planning and Zoning Carol Kilway, Chair Rebecca Allman, Vice Chair The Planning & Zoning Committee deals with land use, zoning, conditional uses, planning, economic and community development, and public property. Mrs. Kilway: I call Planning & Zoning to order. We have no legislation at this time. Does Council have anything for Planning & Zoning? Does the Administration? Hearing none, I’ll close committee. i. Additional Items: b. Finance Craig Sisak, Chair Jonathon Bollas, Vice Chair The Finance Committee deals with budget, appropriations, reappropriations, bonds, franchises, investments, and expenditures. A. Ord. 2023-74 – Authorizing the Mayor to exceed a contract with Trident Restoration in excess of ten percent (10%) for Community Center repairs; appropriating necessary funds and providing for immediate enactment. Sponsor: Dir. of Pub. Service Rorar Mr. Bollas: I call the Finance Committee to order. Mr. Sisak is absent this evening. We have two ordinances at 1st Reading. The first ordinance is Ord. 2023-74. The ordinance was read into the record. I don’t believe that we heard a 1st Reading recommendation. Dir. of Pub. Service: No. I can expand on that a little bit. So, this is for the change orders that were part of the upgrades to the Community Center when the water break occurred in the wintertime. It was a great opportunity for us to enhance that facility. I’m 5  COUNCIL MEETING Council Chambers @ 7:00 p.m. August 10, 2023 Dir. of Pub. Service (Cont’d.) not sure if you remember there was carpet on the wall; about half of the wall and now we have this nice board that is on there. The kitchen ceiling wasn’t part of the replacement because the water vapors didn’t get to it and it didn’t make sense because there again, 2/3’s of the whole hall has been redone and now you have this bad ceiling, discolored ceiling in the kitchen so that was part of it, the other one was the restroom partitions. We upgraded those. Those were bad metal ones that needed to get replaced. These were a series of upgrades to that facility for the $48,447. Mr. Bollas: I open it up to any discussion from Council? Mrs. Kilway: We have been basically talking about this since the accident occurred and have all known that this was coming, and I really don’t see any reason why we shouldn’t adopt this at 1st Reading. I would be OK with 1st Reading adoption tonight. Pres. of Council: I would agree with Mrs. Kilway especially because the overages are requests that we made. Mrs. Kilway: I would like to make a motion to adopt Ord. 2023-74 at 1st Reading. Seconded Mr. Loughry. Mr. Bozic: Procedurally, how . . . when the City does go on an overage, obviously the work has already been done. We are seeing the legislation now and we have already been talking about it throughout time. So, kind of a moot point for this particular topic, but for the future, do we have to have the legislation approved prior to the actual spending? Mayor: Ideally, that is the proper way to go, but when you have the contractor in there and that is why I think Mrs. Kilway said that we have heard about this going along and these were changes that we talked about a lot and it was just that we didn’t know what the price would be until they got in and did it. Service: So, this is a request of you guys to allow the City to go out to bid for the Howe Road Park Improvements. It slipped my mind at the last meeting and imagine my surprise when I went to put that out to bid and I couldn’t. Mrs. Kilway: I move to adopt Ord. 2023-75 at 1st Reading. Seconded Mrs. Allman. Mr. Bozic: What is that final bid amount that we are shooting for? Dir. of Finance: It is $1,055,000. Roll Call: Mrs. Kilway, Mr. Loughry, Mrs. Allman, Mr. Bollas, Mr. Bozic, Mrs. Gutman – unanimous. I was on the Fiscal Office’s current website for the press release which did not say that walk-ins were welcome. However, if you go to their website about understanding your property values and scroll down to the bottom it does say walk-ins are welcome. Personnel Jonathon Bollas, Chair Adam Bozic, Vice Chair The Personnel Committee deals with personnel, labor relations, insurance claims, Rules of Council and State Statutes. Mr. Bollas: I call the Personnel Committee to order. We have no ordinances or resolutions this evening. Does anyone from the Administration or Council have anything for the Personnel Committee this evening? The only other item I was going to add was to thank you Finance Director for sending me the additional information for the overtime statistics for the Police and Fire Departments. It got me thinking; did we set the Budget Work Session date and time yet just because it sparked a lot of questions that made me realize that maybe not tonight, but maybe we should? Mayor: We have it. We have the whole matrix. All of the Department Heads are working on their budgets. Dir. of Finance: Yes, Jill did send out the budget timeline. She copied Councilman Sisak and Councilman Loughry on that. Tentatively with a Work Session on November 1st. Mr. Bollas: November 1st. OK. Is that something we have to vote on? Pres. of Council: It is a Wednesday. Dir. of Finance: So, Council would be responsible for setting whatever date they wanted. That was just the suggested date by the Mayor’s office as to when we felt the budget would be ready. Pres. of Council: If everyone has their calendars, Mrs. Gilbride, it’s not a problem to go ahead and do that this evening? Dir. of Finance: Not at all. Mr. Bollas: Any discussion on that date? Pres. of Council: The date is good for me. Mr. Bollas: Can you just repeat the date one more time? Pres. of Council: Wednesday, November 1st. Mr. Bollas: The time of day? Pres. of Council: Normally I think we do that at 6:00 p.m. Can we do that earlier? Mrs. Kilway: We did 5:00 p.m. last year. Mr. Bollas: I would go for anything after 5:00 p.m. just because of work schedules, but I am open to 6:00 p.m. That works. Pres. of Council: Is it good for Mrs. Gutman and Mr. Bozic? Mr. Bozic: I am good for that date. Could we wait and do it on the 8th which would be the Wednesday after the General Election. Mayor: We will probably have more than one. Safety Adam Bozic, Chair Craig Sisak, Vice Chair The Safety Committee deals with disaster services, communications, fire, and paramedics, police and health. i. First Readings of Ordinances and Resolutions. A. Ord. 2023-72~Exhibit A – Authorizing the Mayor to enter into an agreement with the County of Summit for the Juvenile Diversion Program and providing for Immediate enactment. Sponsor: Mayor Kline Mr. Bozic: I call the Safety Committee to order. We have Ord. 2023-72 before us at 1st Reading. The ordinance was read into the record. I believe the Mayor would like this passed this evening. Mayor: I did not request this ordinance. It was 73 and 62. Mr. Bozic: OK. Dir. of Finance: This is something that we have been doing for many, many years in conjunction with the Juvenile Court running our Juvenile Diversion Program and as a result of us running that program, they provide us with a stipend every year to offset the costs of the officers that work in that. Mr. Bozic: I know from working hand in hand when I was at the Rec Center how that program benefits the City and how it benefits the Rec Center and fully benefits those that are participating in the program which I believe we may have actually hired someone eventually someone that was in that program. Mrs. Kilway: I just would like to point out something really quick. You know, we all talk about safety in our community and Tallmadge is a great community and everything but things can happen to our community members outside of our community and so I just wanted to bring up the car jacking that we all heard about that happened in Green at the Taco Bell where somebody literally forced their way into the minivan and forced the mom out and took off with the kids. The two older kids jumped out and the 2-year-old was left in the car. He was dropped off at a gas station a street or two over. Those were Tallmadge residents. Those are my neighbors. The neighbors are fine with me talking about this. But the amount of trauma that they went through especially the 5 and 6-year-old boys seeing their mom being kicked out of this car and then taking off with their 2-year-old brother. They are really struggling right now and so I am going to be working with the Police Department. I have already talked to the Police Chief briefly about it, but we really need to do something to let the boys know that they did everything right. They feel bad. They feel bad that they failed their little brother. I want to do something between the Police Department and the Fire Department and let them know that hey, you guys did everything right. It is not your fault that bad things happen. We would just like your support with whatever we get working on to help those boys out. I have already been in contact with Victim’s Assistance, and they are going to start counseling here next week. We really need to watch out for our neighbors and watch 8  COUNCIL MEETING Council Chambers @ 7:00 p.m. August 10, 2023 Mrs. Kilway (Cont’d.) out for kids. Be aware of your surroundings. If it can happen in Green, it can happen anywhere. Mr. Bozic: Thank you for mentioning that and for mentioning the Victim’s Assistance. I know the City works at trying to . . . with the Police Department in trying to address some of those concerns that happen. So, thank you for bringing that up. Mrs. Kilway: And the fact that this happened down in Green with the Green Police Department which is the Summit County Sheriff’s. They don’t work as closely with Victim’s Assistance as we do so that is why they were not put in contact with them at the time. So, I want to thank the Law Department here in Tallmadge for helping me get in contact with them. Mr. Bozic: Any other concerns or discussions for the Safety Committee? Community Issues Mary Gutman, Chair Carol Kilway, Vice Chair The Community Issues Committee deals with Parks and Recreation, civic affairs, and liaison between Council and the Recreation Board and intergovernmental affairs. i. First Readings of Ordinances and Resolutions. C. Ord. 2023-73 – Appropriating additional funds for candles for the 9/11 Memorial Services and providing for immediate enactment. Sponsor: Councilperson Kilway Mrs. Gutman: I call Community Issues to order. We have before us at 1 st Reading Ord. 2023-73. The ordinance was read into the record. Mayor: Let me talk about this since I am the sponsor of this. We all know that September 11th happened. It was a tragic day. These candles represent 2,518 civilians that were killed. We have all been there lighting those candles for the last 20 years. These candles are in dire need of replacement. I personally want to thank Mr. Kilway from our Part-time Fire Department and then also the Full-time Fire Department. Mike Passarelli and Jeff Quick were very good at organizing all of this. Let me take you back. So, the first year in 2002, Carol Kilway and Tom Kilway with some help from some other folks purchased 100 candles through the Part-time Firemen and some flags and put them around the old Community Bulletin Board and then that started the process for 2003 to then get the full amount of candles so thank you Mr. Kilway and Carol for starting this program off and Chief Passarelli. Chief Passarelli right now is out fighting fires out west. He is back to what he enjoyed doing during his retirement. Should the City sponsor these candles? I believe so and that is why I agreed to be the sponsor of this ordinance. I think it is a good cause. This is only the white candles and not the red and the green representing the Pentagon and the red for the Firemen and the blue for the Police. I would just ask for your consideration. The reason we are asking at 1st Reading adoption is because it takes a while to get these candles in, but I do believe we are in dire need. They did receive some donations already for that. Mr. Bozic: If there was a citizen or group of citizens that wanted to make a donation to help fund this project, how could they go about doing that? Dir. of Finance: It is all managed through the Part-time Firefighters Association so they would contact the Fire Department and they would be able to help them get in 9  COUNCIL MEETING Council Chambers @ 7:00 p.m. August 10, 2023 Dir. of Finance (Cont’d.) touch if they would like to make a donation. Mr. Bozic: Great. Thank you. Mrs. Kilway: I just wanted to put on record that I am going to recuse myself from any discussion on this because of my relationship with the President of the Part-time Firefighters Association. Pres. of Council: A couple of things. First off, the Mayor made reference to those in our community that have already donated to this cause and so we would like to thank the Historical Society, Tallmadge Rotary, Tallmadge Foundation, some individuals who have also donated as individuals and so to Mr. Bozic’s point, we are running the money from the Part-time Firefighters Fund, and I think that is great. It is nice that they do that. But, if we get donations that would exceed the cost of the $8,800 to buy the candles, how would they handle that? Mayor: There are green, there are . . . Pres. of Council: So, we could buy more candles? Dir. of Finance: We could buy more candles, or we would . . . they would just say that they received enough donations and then we would just not pay anything. Pres. of Council: I just didn’t want to make it awkward from an accounting point of view for their fund. Mrs. Gutman: Can I have a motion? Dennis Loughry: So moved. Seconded Mr. Bollas. The ordinance was read into the record. Dir. of Public Safety: You may recall that this is about the electric vehicle charging stations. I had a question last meeting about what a particular phrase meant in regard to training, and it wasn’t very specific, so we revised that one section to include to define the term as a minimum to include basically three things. One is how to turn off the charging station and the other is how to use a fire extinguisher and the third is to call 911. So as a minimum training must include those three things. We would like to encourage you to seriously consider this. We would like to get this in place as soon as possible. 10  COUNCIL MEETING Council Chambers @ 7:00 p.m. August 10, 2023 Mrs. Kilway: Mrs. Allman, just a point of order. So, we will be amending it today. Doesn’t it have to go back to 2nd Reading? Mayor: It goes back to 2nd, but you could adopt it. It doesn’t require 3 readings. Mr. Bozic: Going back to the training comment about knowing how to turn it off; does that need to be . . . does the shut-off need to be visible from the outside of the building? Jeff Quick, Fire Marshal: The way we have it now or we plan on it, it is actually a red button similar to what you see at the gas stations. I believe on the ordinance or the information we gave you, it has the sign and that will be placed on the sign. So, it has to be 20’ to 30’ away and the sign will be right next to the emergency button advising them what to do. Mr. Bozic: Again, to clarify; are we . . . let’s just say a business is using electric vehicles and they have their own charging station, but it is not open to the public, do they still fall in line with this? Jeff Quick: Yes, since it is a commercial business, under the Fire Code and this ordinance they would still have to have the same qualifications as everybody else since it is commercial. Mayor: Can I get a clarification. Adam, did you ask about residential properties? Mr. Bozic: Well, originally, I asked about residential like a few meetings back but there is one particular employer in town that I know has a charging station and it is for their vehicle as a company vehicle and there is no shut-off on the outside of the building, but I am assuming there is one on the inside. So, I guess my question . . . that is why I asked the question is if it is only utilized for their commercial business use only, does it still fall in line with having to have a visible emergency shut-off on the outside of the building. Jeff Quick: I believe we are unable to make this retroactive so if they already have it in position that there is not too much I can do. When we do our inspections that will be added to the list that we have on our iPad when we go through to make sure . . . I usually get, when I receive plans, they will say if they have a charging station and then I will just pass this information off to them to please follow these rules. But, if it is already there, I can’t do anything about that. Pres. of Council: We can amend and then adopt the same evening? Mayor: For this you can. Additional Items: Pres. of Council: The only other thing I would do here is say that we need to decorate and put the lights on the golf carts for Circle Fest and Mrs. Kilway has a prior commitment and she is not going to be available that morning. So, anybody that would like to help to put those lights on the two golf carts be by the Old Town Hall, probably by where the beer tent is going to be set up at 10:00 a.m. next Saturday. Mrs. Kilway: Just because I’m not going to be there, and I know I have helped with this for a number of years, when you do come, bring zip ties and make sure you bring something to cut the zip ties off with too.
