SPECIAL VIRTUAL REGULAR MEETING in Council Chambers @ 7:00 p.m. June 18, 20 1. CALL TO ORDER. President of Council Kilway called the Special Virtual Regular Council meeting of Thursday, June 18, 2020 to order at 8:00 a.m. This is a virtual meeting due to the State of Emergency. 2. PLEDGE OF ALLEGIANCE. 3. ROLL CALL: Mrs. Allman, Mr. Bollas, Mr. Carano, Mrs. Kilway, Mr. Loughry, Mr. Sisak – unanimous. Also present were Mayor Kline, Dir. of Finance Gilbride, Dir. of Law Raber and Deputy Clerk Conti. Mr. Donovan was excused. 4. REFERRALS OF FIRST READING ORDINANCES AND RESOLUTIONS: a. The following shall be referred to the Finance Committee: • Res. 7-2020 5. REPORTS OF STANDING COMMITTEES OF COUNCIL OF THE WHOLE: a. FINANCE Craig Sisak, Chair James Donovan, Vice Chair Michael Carano • Res. 7-2020 – Accepting County Coronavirus Relief Distribution Funds received by the County of Summit pursuant to House Bill 481 and making affirmations pursuant to the requirements of that legislation and providing for immediate enactment. Mr. Sisak: I call the Finance Committee to order; myself and Mr. Carano are present. We currently have Res. 7-2020 at 1st Reading, and it is accepting County Coronavirus Relief Distribution Funds received by the County of Summit pursuant to House Bill 481 and making affirmations pursuant to the requirements of that legislation and providing for immediate enactment. Is there any comment from the Mayor or Law Director? Mayor: I will actually defer to the Finance Director, Mollie. Dir. of Law: While she is getting on, this ordinance, or this resolution is required. The State received CARES Act funding through the Federal Government and that is being distributed through the County. The County also received direct CARES Act funding and so either way, the County is going to be the one to distribute that money down to the municipalities that didn’t qualify because our population levels were not at the 500,000 which was required through the CARES Act funding and so we have a window once that is received; the County has a window of seven days to have this resolution in hand and that is why we needed to move forward quickly to get the resolution adopted because we don’t know exactly when the State will actually make the distribution to the County and we obviously don’t want to get caught in some technicality and Mollie can expand on that a little bit further if she is available. Dir. of Finance: Sorry, I didn’t realize it wasn’t on as I was speaking. The Law Director Raber has covered everything pretty much, but the County only has seven days after they receive this money from the State to pass it down to the local municipalities so they wanted to make sure that again we had everything in place so as soon as they get those funds, we would be able to receive that money. The estimates right now on what we will receive for that is about $602,000. It is based on the local government distribution through the State and so once the County receives those funds we will have to set up a separate fund and put all the spending through that so eventually you will also see an addition to this which will probably be an ordinance at the beginning of July or at some point to appropriate those funds also. Mr. Carano: I have a question for Mollie, Mollie; what kind of restrictions will there be on the money and how it is used? Say for example, if the Rec Center . . . you know, things that we have had to do and the costs involved in the Coronavirus there. Can money go to the Rec Center or what are the restrictions? Dir. of Finance: The restrictions are that it has to be used under the same requirement that the CARES Act established. So, the State was granted the CARES Act funding with the requirements by the Federal Government and those funds are then being subdivided into the local jurisdictions, but all the same legal requirements will occur. The County, Summit County has done a lot of work because, as Mrs. Raber stated, we are also potentially going to receive a distribution of some of the County monies.  SPECIAL VIRTUAL REGULAR MEETING in Council Chambers @ 7:00 p.m. June 18, 20 Dir. of Finance (Cont’d.) They are looking to match this and they have done research and talked with the State Auditor’s Office and the CARES Act allows for salaries for public safety and so it is likely that while those expenses you are talking about for the Rec Center would potentially be reimbursable under that program; we are likely going to be using this to augment public safety salaries. It is an easier thing to track other than tracking little bits and pieces of expenditures here and there and we also . . Council did approve some FEMA funding and so we are also looking at that to reimburse some of those smaller items. Mr. Carano: Thank you. Mr. Sisak: Any other questions from Council? No one responded. Mayor: Mr. Chairman, to expound a little bit about what Mollie said about FEMA; Dr. Cooper is in charge of the FEMA Fund; the grant that he is working on and the items that Mike talked about will fall under that FEMA Fund such as the windows, new plexiglass at the Rec Center; the hand sanitizer stations that we are doing in the parks; that will fall under the FEMA Funds and Don is tracking all of that. We will be applying for those funds under FEMA. Mr. Sisak: Mr. Carano, a recommendation? Mr. Carano: Yeah, I recommend adoption. Mr. Sisak: I would agree. So, the Finance Committee would recommend adoption by a vote of 2-0. Is there anything else to come before the Finance Committee at this time? No one responded. Seeing none, I will go ahead and close committee. Thank you. Pres. of Council: So, we do have a recommendation to adopt Res. 7-2020 at 1st Reading. 6. FIRST READINGS OF RESOLUTIONS AND ORDINANCES: • Res. 7-2020 (Finance) – 1st Reading – Accepting County Coronavirus Relief Distribution Funds received by the County of Summit pursuant to House Bill 481 and making affirmations pursuant to the requirements of that legislation and providing for immediate enactment. Mr. Sisak moved for the adoption of Res. 7-2020 at 1st Reading. Seconded Mr. Carano. Roll Call: Mr. Bollas, Mr. Carano, Mrs. Kilway, Mr. Loughry, Mr. Sisak, Mrs. Allman – unanimous. Res. 7-2020 is adopted by a vote of 6-0. Mayor: Happy Father’s Day to all you fathers out there. 7. ADJOURNMENT: Mr. Sisak moved to adjourn. Seconded Mr. Loughry. Voice vote 6-0.
