MINUTES OF THE CIVIL SERVICE COMMISSION MEETING FEBRUARY 13, 2012 - 3:00 P.M. Members Present: Chairman Jan Naso Commissioner Tom Kot Non-Members Mayor David Kline Present: Police Chief Don Zesiger The February 13, 2012 Civil Service Commission meeting was called to order. Commissioner Fuchs was not present. The February 6, 2012 minutes were accepted and approved as published. Police Chief Zesiger talked about the interview conducted by himself, Mayor Kline and Commissioner Kot with candidate Dawn Hoff on February 8, 2012 for the position of Evidence/Property Room Manager. He stated that they were satisfied that the candidate met the criteria for the position and all were in favor of her serving in that capacity. Mayor Kline commented that the interview went extremely well; better than he had anticipated. Commissioner Kot said that she interviewed quite well and was able to answer questions that deal with the chain of custody and chain of possession issues regarding evidence and criminal proceedings. Motion was made and passed to approve the recommendation of the interview committee that candidate Hoff meets the position description requirements to be appointed to the Evidence/Property Room Manager position on the basis of a non-competitive examination. Per OAC 123:1-21-01 the appointment shall be made within 30 days of February 13, 2012. Documents verifying the interview were submitted to the Commission by Chief Zesiger to be placed in the test file. Discussion was had on how Mrs. Hoff’s present position of Full-Time Records Clerk would be filled. Chief Zesiger stated that immediately the position would be filled with part-time people because of the position being “the busy shift”. Chairman Naso advised the Chief to notify the Commission once he knows the position needs to be filled full-time and at that time discussions will take place about how the situation will be handled. Mayor Kline requested that an eligibility list be created for Part-Time Records Clerk and also stated a promotion could be made at this time. Chairman Naso told Mayor Kline that he would be sending him an email on the procedure to be followed in accordance with the new rules on filling the position of Records Clerk. Commissioner Kot asked if a Full-Time Records Clerk would be hired from a Part-Time Records Clerk Test. Mayor Kline answered him yes. Chairman Naso stated that this would be an open test and that it could possibly be in the newspapers in three to four weeks and the test would be given by Ramsey & Associates. Mayor Kline updated the Commission on the revised job description for Utilities Superintendent. He stated that Law Director Raber is researching as to why former Law Director Taylor allowed a residency requirement to be on the last couple of tests. Chairman Naso told Mayor Kline that the Commission would have to receive some justification for not hiring two persons from the current eligibility list for Utilities Superintendent that met the contiguous border requirement for that test. February 13, 2012 Page 2 Commissioners were reminded that the Road Superintendent Test will be given on Wednesday February 15. Chairman Naso stated that the Commission is operating under the “old rules” and seniority points will be awarded to the applicants with a passing score. A brief update on the Police Officers Test was given – deadline to file an application is noon on Thursday February 16; thirty-five applications have been received. Mayor Kline gave an update on Ordinance 28-2012, which had its first reading at the February 9, 2012 City Council meeting. A public hearing is scheduled for March 8, 2012 on this ordinance and prior to that, on February 21, 2012, the Personnel Committee will be meeting to discuss the ordinance. The Commission received the 2011 State Personnel Board of Review Annual Report notice that is to be filed with the SPBR on or before May 1, 2012. Fire Department Secretary, Laura VonGunten has satisfied her probationary period effective February 10, 2012. This information was verbally provided by Fire Chief Gaffney and will be followed up with an email to the Commission.
