MINUTES OF THE CIVIL SERVICE COMMISSION MEETING
April 15, 2013 - 3:30 P.M.

The April 15, 2013 Civil Service Commission meeting was called to order. Minutes of the
April 1, 2013 meeting were approved as published.
Correspondence was received notifying the Commission that a probationary Part-Time Records
Clerk was terminated effective April 2, 2013.
Commissioners received updated contracts for four of the collective bargaining units in the City
that included Full-Time Firefighters, Patrolman, Sergeants and Lieutenants and Teamsters.
Police Chief Don Zesiger requested the Patrolman and Records Clerk Eligibility Lists be
reopened; therefore a motion was made to reopen these eligibility lists so that additional hires can
be made. Chief Zesiger stated that he plans to make a job offer for Records Clerk and then they
will be done with that list. He stated also that a job offer has been made for Patrolman.
A motion was made to certify the results from the April 2, 2013 Part-Time Firefighter Test. Of
the 25 applicants who took the test, 23 passed. Chief Gaffney will be given the names and copies
of their applications tomorrow.
Commissioners were in receipt of Director of Public Service Bryan Esler’s memo indicating his
offer of employment to a candidate from the General Laborer Eligibility List on April 4. The list
expired on April 9, 2013; therefore a new test will be given if there is a need for additional hires.
Chairman Naso spoke of the Civil Service Commission acting as the Equal Employment
Opportunity Commission (EEOC). The purpose of this Commission is to establish an Equal
Employment Policy including an Affirmative Action Plan for the City of Tallmadge.
Commissioners were given a packet that included a copy of Ordinance 169-1991 which will be
reviewed by Asst Director of Law John Scavelli for possible updates. Discussion concerning the
EEOC will appear on future agendas until official action is taken by the Commission.
Mr. Naso talked briefly about the training seminar he attended put on by Kent State regarding
employee evaluations. He stated that Mayor Kline will be meeting with City employees in the
near future to discuss the importance of the process and will be followed by an employee self-
evaluation.

A quick review of the Commission’s role in the procedure for removals, reductions or
suspensions and fines was done. Each Commissioner was given a copy of ORC 124.34, 124-3-02
and 123:1-31-01 explaining these procedures. It was determined that the Civil Service
Commission possibly would have jurisdiction over the Full-Time Firefighters because their
grievance procedures specifically excludes disciplinary procedures.
