MINUTES OF THE CIVIL SERVICE COMMISSION MEETING September 15, 2014 - 3:30 P.M. Members Present: Chairman Jan Naso Commissioner Tom Kot Commissioner Christine Higham Non-Members Mayor Dave Kline Present: Service Director Bryan Esler Ass’t Director of Law John Scavelli ______________________________________________________________________________ The September 15, 2014 Civil Service Commission meeting was called to order. There were no minutes to approve at this time. Minutes of the June 16, 2014, July 7, 2014, July 21, 2014 and August 11, 2014 meetings were approved as published. Chairman Naso read an email from BOE Business Director Steve Wood informing the Commission that two applicants who took the Cook/Food Service Worker Test on August 4, 2014 have been offered employment. The eligibility list for this position will be closed effective August 14, 2014 and it may be reopened up to August 14, 2015. Mr. Wood believes that there will be another hire from that list before that date. Mr. Naso informed Commissioners that the posting for the Manager of Parks and Recreation Test has been completed and Director of Public Service Bryan Esler has signed off on that posting (test announcement). The statement concerning the possibility of using this eligibility list for the position of Assistant Recreation Facility Manager if an opening were to occur prior to the final expiration date of the eligibility list was read; all commissioners agreed. Mr. Naso continued reading the qualifications and salaries for both positions. A motion to accept the posting for the Manager of Parks and Recreation Test was made and carried. Applications that come in will be reviewed by the Commission and applications that are questionable will be directed to Director of Public Service Bryan Esler. Applicants that do not meet the qualifications will be notified. Assistant Director of Law John Scavelli stated that the Law Department had reviewed the Collective Bargaining Agreement concerning the positions of Fire Marshall and Battalion Chiefs can be treated the same for purposes of Civil Service. The Mayor requested a posting now that the Law Department has made that determination. Mr. Kline mentioned the requirements and stated that it would be a closed test within the Fire Department and that it would be an Assessment Center by Test Consultant Pat Ramsey. He also stated that he would like to appoint someone by January 2015. Chairman Naso stated that he would like to see a written element incorporated into the Assessment Center. The next meeting will be on September 29, 2014 and at that time, hopefully, the posting for Deputy Fire Chief will be ready for the Commission to approve. Chairman Naso mentioned that in the future, it would be nice if the City would have a classification system in place for positions.
