MINUTES OF THE CIVIL SERVICE COMMISSION MEETING
June 15, 2015 - 3:30 P.M.

The June 15, 2015 Civil Service Commission meeting was called to order. Minutes of the
June 1, 2015 meeting were approved as published.
Mayor Kline updated the Commission on the position of Fire Chief. He stated that he had
interviewed one candidate and will complete the interviews with the other two candidates in the
next couple of days. He hopes to make a tentative offer by the end of this week. The Mayor
offered an update on the position of Full-Time Firefighter: a job offer letter was sent to candidate
Carl Syx last Friday and is contingent upon him meeting all the requirements, blood tests, etc. He
also stated that a tentative job offer was made to three candidates for the position of Part-Time
Firefighter.
Police Chief Williams gave an update on the position of Patrol Officer: two background checks
have been completed out of the eight names that have been submitted. We have one voluntary
letter that has not been received. The integrity interviews should begin in about two weeks. An
email went out this afternoon to establish the panel that will conduct those interviews and stated
that the process is progressing very well. Chairman Naso stated that for the record, five
additional names were submitted to the Police Department this past week because now it has been
determined they will be hiring more than one patrolman.
Chairman Naso announced that the Police Captain Test scheduled for July 11, 2015 has been
postponed. He asked the Mayor to explain why. He stated that an officer in the Police
Department is going to retire effective June 30 and that is pushing them way back on manpower
and if we hire someone in a management position, it would take a person out of the field. Chief
Williams stated that there is an officer on sick leave right now and a young officer taking FMLA.
We have decided on a plan which does not include hiring a Captain right now. We probably
will be testing for Captain towards the end of the year.

Mayor Kline requested a Sergeant’s Test be scheduled. Chairman Naso asked Chief Williams
what kind of format he would like for the test and he said that the Contract states there must be
both a written test and an assessment center and suggested he would like for the patrol officers to
have no less than four weeks and up to eight weeks to study for the test. Mr. Naso instructed the
clerk to schedule a test and to coordinate a Reference List with Pat Ramsey.
Chairman Naso announced that the Cook/Food Service Worker test is scheduled for July 22 at the
Community Center.
The next meeting will be held Monday June 22 to finalize the posting for the Sergeant’s Test.
