MINUTES OF THE CIVIL SERVICE COMMISSION MEETING February 22, 2016 - 3:30 P.M. Members Present: Chairman Jan Naso Commissioner Tom Kot Commissioner Christine Higham Non-Members Mayor Dave Kline Present: HR Administrator Jill Stritch Chief of Police Ron Williams ______________________________________________________________________________ The February 22, 2016 Civil Service Commission meeting was called to order. Minutes of the February 8, 2016 meeting were approved as published. Each Commissioner received a listing of the current eligibility lists that will remain active one year from the date of the first hire on that individual list. They are Police Officer, Police Sergeant, Fire Chief, Custodian, Head Custodian and Cook/Service Worker. Human Resources Administrator Jill Stritch was present today sharing information acquired at a presentation she had attended February 16 on how public sector employers can comply with Ohio’s New “Ban-The-Box” Legislation. Hand-outs from this presentation were made available to everyone present. “Ban-the-Box” is a campaign by civil rights groups and advocates for ex- offenders aimed at persuading employers to remove from their hiring applications the check box that asks if applicants have a criminal record or have been convicted of a criminal offense. Mrs. Stritch showed the City’s application to the persons doing the presentation that is used by the City and stated that it was in compliance. Ban-the-Box Legislation will go into effect on March 23, 2016. Chief Williams stated that he put together an application to be used for the Lateral Transfer position that is based on our existing application. The Chief will be meeting with the Law Director to make sure all questions on the application are legal. The process for the Physical Agility Testing for the Lateral Transfer applicants was discussed. Commissioner Higham suggested that in the letter inviting the applicants to the physical agility test that the salary be reconfirmed and if they are no longer interested, to contact Civil Service to have their name removed from the list. Page 2 February 22, 2016 Chairman Naso told the Chief that he will be getting a list of all the persons who passed the physical agility test and he can hire anyone he wants from that list. The Mayor stated that the posting be made available on Monday March 14. Mr. Naso mentioned that the Service Director will let us know when the job description for the Equipment Operator position is complete. The next scheduled Civil Service meeting will be February 29, 2016. An audio file of this meeting is available in the Civil Service office.
