MINUTES OF THE CIVIL SERVICE COMMISSION MEETING June 6, 2016 - 3:00 P.M. Members Present: Chairman Jan Naso Commissioner Tom Kot Commissioner Christine Higham Non-Members Police Chief Ron Williams Present: Fire Chief Mike Passarelli Mayor Dave Kline Director of Law Megan Raber ______________________________________________________________________________ The June 6, 2016 Civil Service Commission meeting was called to order. Minutes of the May 23, 2016 meeting were approved as published. Chairman Naso explained that the exam for Full-Time Equipment Operator was rescheduled for July 20, 2016. It was then moved up to July 6, 2016. It will be advertised on Sunday June 12 and Sunday June 19 with a deadline to file an application with the Civil Service office on June 30, 2016 at 3:00 p.m. The applicants who had responded to the May 24, 2016 date are being notified by mail this week. Fire Chief Passarelli gave an update on the position of Full-Time Firefighter. He stated that the four candidates from the eligibility list have been interviewed. A conference all with Director of Administration Tom Pascarella who is out of state, will take place tomorrow at 1:00 p.m. to discuss the four candidates. Following that, the top two candidates will go to PRADCO for psychological personality traits testing. Chairman Naso indicated that in each Commissioners’ packet were the results of the Fire Chief Battalion Written and Assessment Center. Mr. Naso named the candidates in order: Miller, Quick and Jurkowski. Mr. Naso made a motion to certify the eligibility list for this position. Motion was carried and passed with no discussion. Chief Passarelli was given the eligibility list along with the results from the written test and the assessment center. The result letters to each candidate were given to the Chief to pass on to the candidates. The Chairman noted that changes were made to the final score from the test consultant as a result of adding seniority points that changed the order of the candidates. Police Chief Williams was given the Lateral-Entry Police Officer Eligibility List containing 20 names; also a copy of a signed memo from a candidate who voluntarily removed their self from the list. Because this candidate was one of the 20, another name was added. Chairman Naso made a motion to certify the Lateral-Entry Police Officer Eligibility List. The motion was carried and passed with no discussion. Mr. Naso explained that from this point forward, if there are any more voluntary removals, the Commission will remove them and another name will be added. If you want to request that persons be removed, we can do that well. Page 2 June 6, 2016 Chief Williams stated that he would like to discuss removing two candidates from the list. Chairman Naso made a motion to go into Executive Session at 3:35 p.m. The Commission came out of Executive Session at 3:47 p.m. Mr. Naso said that he wanted to make two motions: The first motion is to remove candidate #2 for not following procedures required of him during the background process. Motion was made and carried. Second motion is if candidate #3 refuses to remove themself from the eligibility list, the Commission will remove them for cause. Commissioner Higham asked if we were voting on that and Chairman Naso responded “yes, if she doesn’t self-remove, we are voting on whether we’re going to remove her.” Commissioner Kot asked, “Should we do that?” Mrs. Higham said “Should we wait until after we see if she self- removes or not, that’s what I’m concerned about.” Director of Law Raber said, “I don’t think there’s a rush, I mean even if we meet again in two weeks or something…” Mr. Naso said we would probably meet again next week. Mr. Naso withdrew the second motion and stated that at this point, we are removing candidate #2 and we will move an additional name up the list and we will follow up at the next meeting on candidate #3 whether she self-removes or not. If she does, we will move another name up the list. Mr. Naso told the Chief that he can add Michael Ott to his present list and the clerk will send him a new list with that name on it. Next meeting will take place next Monday June 13, 2016. Meeting adjourned at 3:50 p.m. An audio file of this meeting is available in the Civil Service office.
