MINUTES OF THE CIVIL SERVICE COMMISSION MEETING
September 19, 2016 - 3:30 P.M.

The September 19, 2016 Civil Service Commission meeting was called to order. Minutes of the
August 29, 2016 meeting were approved as published.
Chairman Naso stated that several months ago, we developed a new application for the Lateral
Transfer Police Officer and at the same time, IT redid our normal employment application. A
copy is in your packet. We never officially approved it and they want to put this on the new
website so that it can be filled in online. We need to take a look at that and if anyone has any
questions about it, we can discuss that. The box at the bottom, special skills or training - it might
be beneficial to put some lines in there for people to write on. In response to that comment, it
was explained that it would be fillable online. Director of Law Raber asked if there had been any
substantive changes to the box? Mr. Naso answered no. We added a box where we can stamp
when it is turned in. On the back where the previous employment information is used to be five
boxes, now there are four. Commissioner Higham asked Mrs. Raber if she had an opportunity to
review the EEO statement and she responded that she didn’t know if she had looked at that or not.
Mr. Naso stated when Jill went to the “Ban the Box” conference, she showed them our
application and they said it was good. He asked Director of Administration Cooper when this
needs to be ready to upload. Mr. Cooper stated that the website goes live on the 29th of
September. Mrs. Higham said that she’s fine with all the information as long as the legal
language is right, so can we approve it with the…subject to review and authorization from the
Law Director. Mrs. Higham made a motion that we accept the employment application as
presented with the exception…pending the authorization or the approval from the Law
Director that the employment law language that’s necessary for the application is correct.
Motion was carried and passed.
Mayor Kline announced that last Friday, September 15 (correction: Friday was the 16th) two
letters were sent out, one to Anthony DeLorenzo and one to Robert Trexler as a tentative offer for
the Lateral Transfer into the Police Department. That will finalize our hiring for this year.

Chairman Naso said that we have a Part-Time Firefighter’s Exam that is scheduled for January
24, 2017 that will be at the Community Center and we have a Tallmadge City School Cook/Food
Service Worker Exam scheduled for October 12, 2016 at the high school at 6:00 p.m.
Mr. Naso said that we should be working on is future legislation changes or updates for Fire and
Police Chiefs’ positions. Currently it says the position of Police Chief and Fire Chief shall be
filled by promotion, but the heading above states by promotion or original appointment. So we
need to determine which way it’s going to be. I think you would want the option of doing both.
This will be one of the corrections to be made. We have a screening process that we use to
determine if they have the required qualifications. Then there’s an assessment center,
psychological testing and an interview with the top two candidates. Points are based upon a
matrix that are awarded by step one and two of the initial screening and qualifications and the
assessment center. It’s kind of vague and I think we need to be more specific about what we are
going to do there, what we’re going to use to award the points and things like that. So that’s
something to give some thought to.
Chief Passarelli just arrived and Chairman Naso told him that he let everyone know that the Part-
Time Firefighters Exam is scheduled for January 24, 2017 at 6 p.m. at the Community Center.
Chairman Naso advised everyone to go over the ordinances concerning the Police and Fire
Chiefs’ positions that had been passed out previously and list any questions, recommendations
you may have, especially Mayor Kline. The Mayor stated that he would be pulling together his
administrative team to look at the ordinances because they definitely need to be modified.
