MINUTES OF THE CIVIL SERVICE COMMISSION MEETING
June 21, 2017 - 8:00 A.M.

The June 21, 2017 Civil Service Commission meeting was called to order. Minutes of the May
24, 2017 meeting were approved as published.
Chairman Naso stated that the Part-Time/Full-Time General Laborer Test had been given: 23
persons submitted applications; 14 took the test and 13 passed and with one person being hired,
the top ten names will be submitted. Mr. Naso made a motion to certify the list as provided.
Motion was seconded and passed. He then gave the list of names with copies of their
applications to the Director of Public Service Michael Rorar and explained to him that he
basically has 30 days to hire someone and if you haven’t hired someone in those 30 days, you can
request a 30-day extension and if no one is hired by that point, the list closes. Then you have the
option of reopening the list 12 months from that closing date. Mr. Rorar asked what happens if
none of the candidates meet what we are looking for. Mr. Naso answered, “We can terminate the
list and give another exam.” Mayor Kline stated that you would have to prove to the Commission
why they don’t meet the qualifications. Mr. Naso stated not necessarily, and if we gave another
test and there was one person on the list, we would combine those individuals with their scores
with the new scores of the new test and come up with a new list.
Chairman Naso stated that the position for Lateral-Entry Police Officer has been advertised this
past Sunday and again this coming Sunday. He explained how when it closes, the applicants will
be rated by the rules according to the posting and then notify the Police Department who those
individuals are and then the physical agility tests will be scheduled. The Commission will attend
those tests. After that, the top 25% or a minimum of 20 names. The maximum number of names
you would get is 50. Mr. Naso told the Captain that there is currently an eligibility list and that he
has the option of combining that list with the new list, but since you are not using it, I don’t think
it is something that you will want to do. That list will be considered terminated and cannot be
used any longer.

Chairman Naso told Captain DiMenna that in accordance with Rule 9. For the Lateral-Entry
Police Officers regarding a probationary removal, a written statement signed by the appointing
authority, showing the respects in which the employee’s service was not satisfactory, shall be
given to the employee and the Civil Service Commission. Mr. Naso stated that at the last
meeting, Chief Williams requested that the eligibility list for Lateral-Entry Police Officer be
reopened and now he, Chairman Naso is requesting Captain DiMenna, who is Acting Police
Chief, to request that the list for Lateral-Entry Police Officer be closed.
Mr. Naso asked Mr. Dimenna about a request for a Records Clerk Test and informed him of the
current list for that position is in effect until February 7, 2018. Mr. DiMenna agreed that they no
longer want to use the list that is in effect now. The Mayor stated that someone from that list was
made a job offer, but had turned it down.
Chairman Naso stated that Chief Passarelli asked him if the eligibility list for the positions of
Battalion Chief and Full-Time Firefighter could be extended and that we really don’t have a way
of doing that at this point. Sometime in the future, we could submit that as legislation for rule
changes and we could add something to that effect. Chief Passarelli said that the reason for this is
because he has a good list and a potential retirement.
Mr. Naso said that if the Commission had this on the books and the Chief requested a six-month
extension of a list, the Commission would need some type of documentation to justify doing this.
One of the items the Commission would want to see is something in writing from the person that
is going to retire that his plan is to retire by this date and then we would consider extending the
list. But it would be something that would not happen very often.
Chief Passarelli also asked if there could be legislation to create a lateral-entry position for a
firefighter?
Mayor Kline answered, “if the appointing authority authorizes that and sponsors the legislation.”
Chairman Naso stated that his concern with that would be that the way of hiring full-time
firefighters would be closed to the part-timers. Would they be in favor of that? The Chief
answered possibly, possibly not; my hands are pretty tied down as far as how I can get good
quality firefighters. Mr. Naso stated that if the part-timers are good enough now to do the job,
they are good enough to be full-timers.
It was agreed that the process of hiring lateral-entry firefighters will be considered and that it
probably could not be started until the fall.

Dr. Cooper explained to the Commission that two positions are being abolished: Administrative
Assistant Zoning and Assistant Computer Technician. And two new positions are being created:
Deputy Assistant Administrative IT and Planning and Zoning Manager. Both new positions are
unclassified and exempt. Dr. Cooper gave copies to everyone of ORC 124.11 that identifies
classified and unclassified positions.
