MINUTES OF THE CIVIL SERVICE COMMISSION MEETING December 19, 2018 - 8:00 A.M. Members Present: Chairman Jan Naso Commissioner Tom Kot Commissioner Christine Higham Non-Members Mayor Dave Kline Present: Director of Administration Dr. Don Cooper Police Chief Ron Williams ______________________________________________________________________________ The December 19, 2018 Civil Service Commission meeting was called to order. There were no minutes to approve. Chairman Naso stated that in everyone’s packet was a listing of the current eligibility lists. While reading these, he obtained new information that will change closing and termination dates for the Part-Time Records Clerk List, Property/Evidence Room Technician Assistant List and the Part- Time/Full-Time General Laborer List. Mr. Naso reviewed the past year stating that Civil Service administered five tests during 2018: Two Part-Time/Full-Time General Laborer Tests, Property/Evidence Room Technician Assistant Test, Part-Time Records Clerk Test and Part-Time Firefighter Test. We had a total of 79 persons who took exams. In January, the Commission approved a request by the Director of Public Service Mike Rorar to fill the position of Utilities Superintendent using the standards for non-competitive exams in accordance with Ordinance 28-2012 Section 11 Parts (a) and (b). Mr. Rorar explained to the Commission that the urgency to fill this position was high due to the critical nature of the responsibilities of monitoring and maintaining the water and sewer systems in the City. The same procedure was done in May when the Commission granted the Police Department permission to fill the position of Records Manager, formerly called the Police Administrative Clerk, using the standards for non-competitive exams in accordance with Ordinance 28-2012 Section 11 Parts (a) and (b). Five persons were hired from the first Part-Time/Full-Time General Laborer Test that was given in April. There was an offer made to a candidate from the test given in October and if all goes well, that person will begin employment January 7, 2019. December 19, 2018 Page 2 Mayor Kline thanked the Commission for all their work and due diligence and expressed his happiness that the Commission is here. Jan Naso was nominated once again as Chairman of the Civil Service Commission. He willingly accepted and was elected to that position.
