MINUTES OF THE CIVIL SERVICE COMMISSION MEETING July 14, 2021 – 8:00 A.M. Members Present: Chairman Jan Naso Commissioner Tom Kot Commissioner Christine Higham Non-Members Mayor Kline Present: Police Chief Williams ______________________________________________________________________________ The July 14, 2021 Civil Service Commission meeting was called to order. Minutes of the July 7, 2021 meeting were approved as published. Chairman Naso stated that the one item on the agenda would be a discussion and decision on the scoring mechanism for the Police Officer Eligibility List and mentioned that Commissioner Higham and Chief Williams had had a conference call with the people from National Testing Network. Chairman Naso: I move that after discussions, the eligibility list will be constructed with 50% of the Video Score, 20% of the Implicit Bias Score, which is the PSSA, 30% of the Integrity Score which is the PSSA I. We will then add 5% Veteran’s Preference to the Weighted Score of those three combined scores. Motion was seconded by Commissioner Kot. Mr. Naso: In that motion add they have to pass the Reading and the Writing and complete the Typing Exam. There’s no pass or fail in the typing exam. The addendum to the motion was seconded. With no further discussion, motion passed. Mr. Naso asked the Chief to let the Commission know after Emma from National Testing Network knows about the changes made in today’s meeting. Chief Williams stated that he would be speaking with Emma and the candidates he needs to speak with (in reference to the typing test) and hopefully everything will be lined up in the next couple of days. Referring to the candidates who have bought into our test, Mr. Naso told the Chief he has the date when they did so, but he needs the time on that date. Also, it was decided that the DD214’s must be submitted by the end of the business day on the July 19, 2021 in order to receive the additional points. Page 2 July 14, 2021 Chief Williams stated that it was decided to go with Pat Ramsey to conduct the Sergeant’s Exam and to give the possible applicants six weeks in order to use the study material.
