MINUTES OF THE CIVIL SERVICE COMMISSION MEETING July 21, 2021 – 8:00 A.M. Members Present: Chairman Jan Naso Commissioner Tom Kot Commissioner Christine Higham Non-Members Mayor Kline Present: Police Chief Williams Director of Administration Dr. Cooper Jill Stritch, Human Resources ______________________________________________________________________________ The July 21, 2021 Civil Service Commission meeting was called to order. Minutes of the July 14, 2021 meeting were approved as published. Chairman Naso stated that the first item on the agenda is to certify the eligibility list for Police Officer. A new testing company, National Testing Network was used. There were 27 candidates that applied; 13 of those 27 bought into the list from previous tests; 14 people took the test during our testing period which ran from June 21st through July 19th . Five of the 27 candidates did not meet all the parameters required, so they will not be eligible. Today we are going to certify a list with 22 candidates that have taken the exam. Everyone was given a packet of spread sheets that explained the testing and how each candidate scored. The following is the breakdown as voted on during the last meeting: 50% of the video score, 20% of the PSSA and 30% of the PSSA1. A candidate that turned in a DD214 received 5% preference. Previously on other tests, 70% was the passing score, which doesn’t apply on this, therefore all 22 candidates will be on the list. The last column indicates those that have completed the agility up to this point. Early on it had been decided they did not have to have that done at the time of the test. If these people do not complete the agility test, Chief Williams will request they be removed from the list and then everyone moves up. Mr. Naso also told the Chief that persons not completing or failing the agility test to let us know and we will remove them from the list. Mr. Kot asked if we were going to do the agility tests and Chief Williams answered that we are and are also accepting valid certificates from Tri C. Chairman Naso: I’ll move to certify the Police Officer Eligibility List with 22 names. The motion was seconded with no discussion and the motion passed unanimously. Page 2 July 21, 2021 Mr. Naso asked if there were any updates on the Sergeant’s Exam. Chief Williams spoke about possible upcoming dates for the test and the possible number of persons to be hired and will be speaking with Pat Ramsey. He also mentioned that he spoke with Allison regarding the current Part-Time Records Clerk Eligibility List that is good until this October; he will be working from that list.
