MINUTES OF THE CIVIL SERVICE COMMISSION MEETING September 28, 2022 – 8:00 A.M. Members Present: Chairman Jan Naso Commissioner Tom Kot Non-Members Mayor Dave Kline Present: Dr. Don Cooper Fire Chief Mike Passarelli Human Resource Director Jill Stritch ______________________________________________________________________________ The September 28, 2022 Civil Service Commission meeting was called to order. Minutes of the September 14, 2022 meeting were approved as published. Mr. Naso stated there were 19 applicants who took the Full-Time Firefighter/Paramedic Test on September 14 and all passed. Mr. Naso moved to certify the Full-Time Firefighter Paramedic Eligibility List. Motion was seconded with no discussion and was passed. The eligibility list with ten names along with copies of their applications was handed to Chief Passarelli. As a review for the Chief, Mr. Naso stated that if no one is hired in 60 days, the list will expire and you have 24 months from that date to hire from it. Firefighter Eligibility Lists are the only ones that go for more than 12 months. The Mayor asked if the old list was exhausted and Chief Passarelli stated that we asked for it to be pulled. Mr. Naso said that we don’t make motions to terminate the lists. We place a termination email that we receive in the file. He went on to say that if you do hire someone, the 11th person will move up. If next year, you add three more (may be in the works) then you will get 15 names, similar to what we just did. Chairman Naso stated that another application for Assistant Road Superintendent was received and passed on to Mr. Rorar. Police Officer update: the testing is in process and goes through October 21. So far seven have taken the test, six have passed it and there are two scheduled to take the test. Dr. Cooper asked if any were police officers. Mr. Naso stated that he had not looked through the information as yet. There are reading and writing tests which they have to pass. There is a video test, an integrity test and an internal bias test. We take 50% of the video test score, 30% of the bias test and the other one is 20%. Those scores are totaled. We add Veteran’s Preference and then that is their rating score. Mr. Naso asked Dr. Cooper what the final decision was concerning the agility test was when we met with Sgt. McGee? He answered that the City will do it and will also accept certifications from other agencies that also do the tests. Page 2 September 28, 2022 Dr. Cooper asked if April from Ramsey & Associates is going to continue testing now with the passing of Mrs. Ramsey. Mr. Naso answered that we do not know right now. They are waiting for the will to be read. I assume that she made provisions for that. Meeting adjourned at 8:07 a.m. An audio file of this meeting is available in the Civil Service office. Jan T.
