MINUTES OF THE CIVIL SERVICE COMMISSION MEETING
March 22, 2023 – 8:00 A.M.

The March 22, 2023 Civil Service Commission meeting was called to order. Minutes of the
February 1, 2023 meeting were approved as published.
Mr. Rorar gave an update on the General Laborer, Technician I and Mechanic’s position: We had
one position to fill and we ended up with three positions to fill. We were bringing in a new
person and two persons retired. Someone from the Utility Department bid on the opening and
he’s sliding over, it’s a lateral move. We’re hiring one for the Water and two for the Street. With
the lateral move, that takes care of one. We promoted one part-time guy into the General Laborer
position. We are still looking for two. The second interview is going on and we’re doing a skills
test that actually shows what they can do, what they said in the interview. We have two today
and two on Friday. That’s where we’re at right now. Mr. Naso asked for the scores so we can
develop an eligibility list. He also said that the Commission is going to step out of the interview
process for now.
Mrs. Stritch gave an update on the Full-Time Firefighters. She said they are being evaluated. We
made a tentative offer to one, but the background check is still being done.
Mr. Naso gave an update on the Police Chief position. The Compensation Board met this week
to update the pay range for Police Chief. That’s where things are right now. There has been no
advertising yet to fill the position. Mayor Kline stated that Dr. Cooper is working on the posting
and hopefully by April 1 will be published.
Mr. Naso stated that we currently have a Police Officer Eligibility List and Captain McGee has
told me that they have gone through everyone on the list and there are no qualified candidates and
has requested that we terminate that list. I move to terminate the entry-level Police Officer
Eligibility List certified on December 7, 2022. The motion was seconded and passed with no
discussion.

We are currently advertising for Police Officer in four newspapers for four consecutive Sundays
and on the City’s website. As each application comes in, we copy it and send it to Dr. Cooper.
The Police Department will rate each individual based upon the requirements. Civil Service will
check to agree with the Police Department. And then the physical agility tests will be scheduled.
The Commission will attend those tests. Captain McGee will notify the Commission to
coordinate the times and location. All of the candidates will be tested, even though they might
have been tested through Tri-C.
Mr. Bollas asked if this was similar to the lateral-entry officer. Mr. McGee said it is similar in the
way that the candidate can receive points for previous and current service.
