MINUTES OF THE CIVIL SERVICE COMMISSION MEETING August 23, 2023 – 8:00 A.M. Members Present: Chairman Jan Naso Commissioner Tom Kot Commissioner Lisa Zeno Carano Non-Members Police Chief Doug Bohon Present: Director of Law Megan Raber Police Captain Jeremy McGee DOA/HR Administrator Jill Stritch ______________________________________________________________________________ The August 23, 2023 Civil Service Commission meeting was called to order. Minutes of the June 7, 2023 meeting were approved as published. Mr. Naso informed everyone that the results of the Police Sergeant Assessment Center have been received from Ryan-Ramsey Test Consultant. So I will move to certify the Police Sergeant’s Eligibility List with three names. Motion was seconded and passed with no discussion. Mr. Naso gave Chief Bohon the assessment notebook with the results and told him that it is not to be copied and that he could keep it as long as he needed it and to return it to Civil Service when he is through using it. We have to return it to them. If you want to revisit it later, just request it and we’ll get it back. Mr. Naso said we currently have a Technician I Eligibility List with three names on it. There is no interest in any of those names. Mr. Rorar has requested that we terminate that list. We conducted interviews already and have more on the 31st. We have an interview with the candidates; if they want them to come back for a second interview and a skills test, they do that. After the skills test, they come up with a numbers score. They provide those back to us. We then establish a new Tech I Eligibility List. This is the last time we are going to do the interview process. We’re going back to testing in the future. So I will move to terminate the current Tech I Eligibility List . Motion was seconded and passed with no discussion. Mr. McGee said that they gave a conditional job offer to Aaron Godown. They haven’t heard back from Mr. Lockhart so they are going to send a deadline letter to him. To be honest, after that, we are pretty thin. Mr. Naso asked when the present list is exhausted, will you want to terminate that list and decide what to do next? Mr. Naso asked if the National Testing Network would be used again. Mr. McGee stated he will be talking with Chief Bohon about more aggressive emergency hiring. Mr. Naso told Mr. McGee to forward the information to Allison and she’ll update the list. Mr. Naso told Chief Bohon that once someone is promoted from the Sergeant’s Eligibility List, we will add the fourth name to the list so that you will have three names. The list will last 12 months from the date of the first promotion. Page 2 August 23, 2023 Mr. Kot asked if the three men on the Technician I list had been hired. Mr. Naso responded that the hiring authority is not interested in pursuing them. To make it clean, we need to terminate that list so that we can establish a new list when they’re done with their interviews. Mr. Kot stated that the interview process was intended to be for emergencies, but nothing has occurred, maybe going back to the testing is the best thing we can do. Mrs. Raber stated that we just asked our outside counsel who specializes in labor law to review the City of Tallmadge Employment Application to make sure we have cleaned up everything on it. It is a revised version of what was presented previously. She addressed previous questions that the Commission had and they were checked out with KW &W. Mr. Kot stated that he agreed with everything he saw and it all looked good to him. Mr. Naso moved to adopt and revise the employee application after the email is added to the application and the revised date of the application. Motion was seconded and passed with no discussion.
