MINUTES OF THE CIVIL SERVICE COMMISSION MEETING October 18, 2023 – 8:00 A.M. Members Present: Chairman Jan Naso Commissioner Tom Kot Commissioner Lisa Zeno Carano Non-Members Fire Chief John Underwood Present: Police Captain Jeremy McGee Police Chief Doug Bohon Director of Law Megan Raber DOA/HR Administrator Jill Stritch ______________________________________________________________________________ The October 18, 2023 Civil Service Commission meeting was called to order. Minutes of the October 4, 2023 meeting were approved as published. Police Chief Douglas Bohon made a request to hire retired Police Officer Jon Wright based upon Ordinance 50-2019 Section 10 Standards For Non-Competitive Exams in the filling of a classified position. Chief Bohon presented the Commission with a letter documenting the reasons for his request. Mr. Naso asked Mr. Bohon if he had anything else to add to that and Mr. Bohon stated that he hoped that the letter covered everything. The Chief went on to explain that Jon was forced to retire on a drop program and has been working as a School Resource Officer under the Macedonia Police Department. Mr. Kot said, so he meets all your requirements. Mr. Naso stated that another big advantage to this is he doesn’t have to undergo field training like the two officers that were just hired. Mrs. Stritch said that she and the Mayor felt it was beneficial to the City because of putting him right back on the street and being familiar with everything. This is a good situation for us. Mr. Naso: Based on that I will move to approve the hiring of retired Police Officer Jonathan Wright under the non-competitive examination described in Ordinance 50-2019 Section 10. Motion was seconded and passed with no further discussion. Mr. Naso stated that we have a Firefighter/Paramedic Exam scheduled for November 2. It was advertised this past weekend. No applications have been received as yet. Mrs. Stritch said that we made offers to two people for the Technician I position; one of those declined the offer. We are in the process of offering another individual the Tech I position, although from what I understand if they don’t have a CDL yet, they have to be a General Laborer and when they get their CDL, they would move into the Tech I position, but I believe this last one is the last person on the eligibility list. Mr. Naso said there were four people on the list originally, one’s been hired, one declined, one is in the process of being hired and one was unacceptable. We have three applications that have come in since we’ve done all that, so whenever they want to schedule an exam for that position, just let us know that. Page 2 October 18, 2023 Mr. Kot asked about the City no longer doing CDL training for the people in that position. Mrs. Stritch explained the Federal Motor Carriers Administration changed a lot of rules regarding the CDL Training, so at this point, we cannot train them on site. It’s costly for these people. The Service Director is working on that moving forward to see if there’s something we can do to help remedy that situation. Mr. Naso stated that the one job you are offering is for Tech I, not General Laborer. So I don’t know if you can do what you’re proposing. Mrs. Stritch said she would look into that further. Police Chief Bohon asked about the interview for Jonathan Wright and if there were any other requirements from Civil Service for them and Mr. Naso said no. He said that one of us would like to attend the interview, just give us a few days warning. Meeting adjourned at 8:11 a.m. An audio file of this meeting is available in the Civil Service office.
