Regular Meeting
February 2, 2023 10:00 a.m. Council Chambers
Meeting Chaired By: Mayor David Kline Minutes: Tish Rowland
I. Call to Order: Mayor Kline called the meeting to order at 10:04 a.m.
II. Voting Members Present: Mayor David Kline, Assistant Law Director Melody Briand,
Director of Finance Mollie Gilbride, Director of Public Service Rorar, School Member Bill
Johnson, City/Community Member Mark Salerno
III. Non-Voting Members: Parks and Recreation Superintendent Jessica Simons, Assistant
Parks and Recreation Manager Dan Enos
IV. Adoption of Minutes for December 1, 2022: Mark Salerno moved to approve the minutes of
December 1st meeting; seconded by Mollie Gilbride. Vote to approve: 6/0.
V. Old Business:
a. Past Event Updates: Simons: Community All Star Basketball League is done for the year, it
went well. We changed a few things this year and we’ll lower prices for next year. We
increased pay for referees and that has led to better refs and fewer complaints. Teams
appreciated that our games are all on the same day, we’re organized and we don’t change
schedules the day before a game.
b. Staff Updates: Simons: We’re getting ready to hire for summer, we don’t have a lot of
employees returning for camp. We may have to open camp with a lower maximum to
keep the ratio levels appropriate. We posted jobs on Indeed and HandShake, which is
used by college students. Enos: I believe students are automatically enrolled in that by the
schools which is helpful. Mayor: What about lifeguards at Maca? Simons: A lot of
lifeguards were young last year and will return so I’m not as worried about that as I am
about Summer Camp.
VI. New Business:
a. Program Changes – Maca Birthday Parties: Simons: Maca Birthday parties are popular
and we have always included two pizzas and drinks in our price. Food prices are going up,
many families bring in additional food, and I send someone out for drinks once a week
because we don’t have storage space. We are proposing that we eliminate food and
drinks and allow them to bring up to 15 people, 3 adults and 12 kids. Most parties bring
extra guests and we charge $5 per guest so we think they’ll like this better; it will also be
more cost effective and help us with staffing. Mayor Kline moved to approve; seconded
by Mike Rorar. Vote to approve: 6/0
b. Youth Golf Clinic: Simons: We didn’t have this last year because we couldn't find
instructors, but we hope to offer it this year. Last year the program requested a rate
increase to $65 Resident and $75 Non Resident. It wasn’t brought up to the Governing
Board, I’m bringing it up today so it can be done before the brochure comes out. This is a
revenue split, they pay for greens fees, it’s held at Edwin Shaw Rehab Course, and they
provide the volunteers. Mayor: By us sponsoring this, does that mean clients get their
own transportation? Simons: Yes. They register and pay through us, we provide the roster
to Cleveland Clinic/Akron General, and they run the program at their facility. Mollie
Gilbride moved to approve; seconded by Mike Rorar. Vote to approve: 6/0
VII. Monthly Reports
a. TRC Membership Report: Simons: Insurance and Non-Insurance based memberships
continue to increase. Non-Insurance is increasing at a higher percentage rate, but the
numbers aren’t as impressive. Many people are aging into Medicare and receiving free
memberships, so they are going from non-insurance to insurance based memberships. So,
it is excellent that our non-insurance based memberships are still increasing. Our visit
reports show we are on par with where we were in 2019 which is very positive.
b. Financial Report: Gilbride: The 2022 Year End Report shows the numbers are moving in
a positive direction. Memberships are increasing and those numbers are led by walk-in
fees. Walk-in fees have increased substantially, even over 2019. Mayor: It’s trending in the
right directions. Simons: Yes, we’re chipping away at it and getting back to where we were.
c. Donation Request Report: Enos: You have one donation request from the Victim’s
Assistance Program for their 2023 Mardi Gras Gala. We’re partnering with them and will
provide a one-month Rec membership, water bottle, and a lunchbox. Mollie: Have we
considered changing that to a gift card instead of a Rec membership? We have so much to
offer outside of the Rec Center and someone may want to use it for Maca or another
program. It would open people up to more of our activities. I think that was approved by
the Governing Board before we had gift cards. Simons: I’m 100% open to that. Rorar: That
is a brilliant idea. Simons: What is the cost of an adult membership? Enos: Blue is $35.
Gilbride: I would do $50. Simons: I agree. This is on the Council Grid. I normally collect Grid
changes and present them at the end of the year, I will make a note to add this. Enos: We
are limited to a total amount of $50 so we’d only give the gift card. Gilbride: I think people
will like that better and as the Finance Director I’m ok with a $50 gift certificate.
