TALLMADGE CITY COUNCIL MINUTES COUNCIL OF THE WHOLE COMMITTEE MEETING MONDAY, FEBRUARY 11, 2013 – 7:00 P.M. IN COUNCIL CHAMBERS ************** Committee of the Whole Linda S. Poinar – Pres. of Council CALL TO ORDER: Pres. of Council Poinar called the Council Committee meeting of 2-11-13 to order at 7:00 p.m. ROLL CALL: Mr. Sarver, Mrs. Ray, Mrs. Kilway, Mr. Maguire, Mr. Donovan, Mr. Stalnaker and Mrs. Poinar – present. Also present were Mayor Kline, Ass’t. Dir. of Finance Gilbride, Dir. of Law Raber, Dir. of Public Service Esler and Economic Developer Loughry. COMMUNITY INPUT: Pres. of Council: This is our Committee meeting where we will look at the legislation that we have before us. The six committees of Council will all meet and look at their legislation. I assume you are students in the front row; right? They responded yes. I hate to tell you, but we only have one item on our agenda tonight so it is going to be a short meeting and I am sure that will disappoint you also. Anyway, it is nice to have you here tonight. At our Committee meeting, we look at our legislation that we have before us which is very light tonight actually and we make a recommendation for what we are going to do on Thursday. Thursday is our Regular business meeting and it is at the Thursday meetings that we read all of our legislation into our agenda and then we vote or act on it; sometimes we hold it over, sometimes we make changes to it, which is called an amendment and sometimes we vote to adopt or reject. So that will be at the Thursday meeting. So tonight we will just look at it and make our recommendations and it also gives us our time to talk about any other miscellaneous items that are coming up in the City. But this is also the time when we welcome any community input. If you are here for a specific piece; our only piece of legislation, we ask that you wait until we get to that, but if anyone wants to address Council for any other reason tonight; now will be the time to do it. I see no takers, so we will move on. PUBLIC HEARINGS: None. ANNOUNCEMENTS: The only thing I have is that I think at our last meeting you had in your mailbox the information on Financial Disclosures; you have to print your own forms now and th those are due this year on May 15 and so that is just a reminder and I will remind you again as we get closer to May to make sure everyone has taken care of that. Was there a question? Mr. Sarver: I don’t remember that . . . Pres. of Council: That memo . . . Mr. Sarver: Yes. Pres. of Council: Sue put a . . . Mr. Sarver: Was I not here? Pres. of Council: It should be in your mailbox. She had it in there and she had it highlighted. So, what you can do is go to Ohio.ethics.gov and print your own form and if you have any trouble or whatever; just hit Sue up or ask her for another form. It is really just reminding us that it is due th and the date this year has changed to May 15 . Mr. Sarver: Oh; we got an extra month? Pres. of Council: Yes. Mrs. Ray: You can’t pay it on-line even though on the form it indicated that you could pay it on- line; there is no place to pay it on-line. So I called and they said, "No you can’t pay it on-line" and I told them that that was what their form said and they said, no. Pres. of Council: Well, that’s interesting and I wondered if I should try that, but I just printed it instead. Mrs. Ray: Just send a check.
