CALL TO ORDER: Pres. of Council Poinar called the Council Committee meeting of 4-22-13 to
order at 7:00 p.m.
ROLL CALL: Mrs. Ray, Mrs. Kilway, Mr. Maguire, Mr. Donovan, Mr. Stalnaker and Mrs. Poinar –
present. Also present were Mayor Kline, Dir. of Finance Shanafelt, Dir. of Law Raber, Dir. of
Public Service Esler and Economic Developer Loughry. Mr. Sarver will not be at either meeting
this week.
COMMUNITY INPUT:
Pres. of Council: This is our Committee meeting where the six committees of Council will all
meet and look at the legislation that is before them and discuss them and make
recommendations for what we will do with it on Thursday. We won’t be voting on anything
tonight, but on Monday night, we make recommendations for how to handle our legislation on
Thursday night.
Thursday night is our regular business meeting where we do the job of legislating and reading our
legislation into the record and voting on it accordingly and so tonight is just kind of our homework
night to get ready for our meeting on Thursday. So, with that said; we will move on with our
agenda.
This is the meeting where we most welcome community input and now is the time when we would
welcome anyone who would like to address Council on any miscellaneous matter to step up to
the podium. If you are here tonight because you want to speak on a piece of legislation, we
would ask you to wait until that comes up on the agenda. Is there anyone here this evening that
would like to address Council. I see no takers. I will mention that since we are getting close to
the end of the school year, I will wish our members of the Class of 2013 the best in the coming
month as you finish up school and you head off on your new ventures. It is nice to have you here
tonight.

ADOPT 3-0 Extending the training period for Administrative
Assistant/Public Service position to 20 days
and providing for immediate enactment.
Mrs. Kilway: I call the Personnel Committee to order; myself, Mr. Stalnaker and Mr. Donovan are
present. We have three ordinances on the agenda tonight; Ord. 50-2013 is extending the training period
for Administrative Assistant/Public Service position to 20 days and providing for immediate enactment.

Mr. Stalnaker: I would move for adoption on this.
Mayor: We are ready for all three; Ord. 50, 51, and 52-2013. This is extending . . . typically we have a
two-week period or ten days and this will take it up to 20 days for all three positions.

GIVE 3 READING 3-0 Authorizing the Mayor to enter into a contract
with the Tallmadge Little League, Inc. for lease
of Mack Burleson Field and providing for imme-
diate enactment.
Mr. Stalnaker: I call the Community Issues/Safety Committee to order; myself, Mrs. Kilway and Mrs. Ray
are present. We have Ord. 40-2013 and Mr. Mayor; is the contract ready on that?
Mayor: Thank you Mr. Stalnaker. We are not ready for the lease for Little League on the aquatic center.
We met today and it looks like we would ask Council to consider putting it back to the CIC; the
Community Investment board for the lower level. The upper level is already in the CIC and the lower
level was in the CIC and then it was taken back out. Now we feel that it is really best to put it back in.
My goal as the President of the CIC is to come up with a lease agreement with Tallmadge Little League
for a portion of it and Tallmadge Dynamics Theatre Group would like to be in the other portion of that
area. We met with both parties and they both feel it is good for them and it is a good fit. So I could work
it out with the CIC with different language through the Law Department to put it into the CIC. We do have
a lease that is . . . the lease is not up with Little League but there are some things that we were going to
clean up on the existing lease. So we may leave it on for one more time to see if we want to clean up
some of that language and if not, the lease is extended for another four years. We might be able to clean
up some stuff. That is what we are debating back and forth.
All in all, we will ask . . . we will have new legislation to allow it to go back to the CIC so we can let the
CIC deal with the renting of the space and possibly the third space; the front office area for either cold
storage or some different civic groups in town that might be able to utilize it.
Mr. Stalnaker: Then it would be appropriate for someone else to make that move to go to the CIC
instead of myself because of being on the board?
Mayor: Well, at this time it is . . . when legislation is there, you might have to abstain. We will deal with
that at that point.
Mr. Stalnaker: So you are just going to leave this alone?

NO LEGISLATION AT THIS TIME.
Mr. Donovan: I call the Planning & Zoning Committee to order; myself and Mr. Maguire is here and Mr.
Sarver is not. I can’t compete with Mr. Stalnaker tonight. I am running two committees and I still can’t
keep up with all that! Council? No one responded. Administration?
Mayor: The next Planning & Zoning Commission meeting next week has a pretty busy agenda. I think
there are four items that are on the agenda this time. So that is nice that people are starting to come
back in. The spot behind Rocco’s Plaza; they are on the agenda. Bob Antrobius on South Avenue; the
old Mexican place; he is on the agenda; someone wants to go in there. Faith Bible over on Overdale;
they are giving one acre of land . . . the school is giving it to the church and the church wants to expand
and there is one other item. So, you will start getting busy.
ADJOURNMENT: Mr. Donovan moved to adjourn. Seconded Mrs. Kilway. The Council Committee
meeting adjourned at 7:17 p.m.
